DESCRIPTION

Under general direction, to plan, administer, coordinate and evaluate the work of a major functional section within the Human Services Department or in the Economic Benefits Department of the Social Services Agency; and to do related work as required.
DISTINGUISHING FEATURES This is a second-line supervisory classification where incumbents direct the operation of several work units. Incumbents report to a Division Director, who is responsible for a major functional division within the department. This class is distinguished from the Agency class of Program Development Manager in that Section Supervisors, Social Services Agency, direct several units of Human Services or Economic Benefits program operations whereas Program Development Managers supervise or perform agency-wide management activities (i.e., staff development, quality assurance and control, agency planning, etc.). Additionally, Program Development Managers report to the Agency Director. |
EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, directs and coordinates the work of several units engaged in administering income maintenance or casework services; confers with subordinate supervisors on organizational problems such as caseload distribution, personnel problems such as training and performance evaluation, and technical problems related to laws or regulations. 2. Assists a Division Director in formulating division policies and procedures and in setting work standards; confers with superiors on personnel problems and policy matters; may substitute for the Division Director in his/her absence. 3. Directly evaluates the performance of immediate subordinates and indirectly evaluates the performance of line workers; approves or disapproves granting permanent status to new employees of assigned units and may recommend dismissal of any unsatisfactory employee in assigned units. 4. Represents the Social Services Agency at various hearings, conferences and community councils and other community agencies; coordinates Social Services Agency activities with other agencies. 5. Interprets laws and regulations to first-line supervisors and to the public; addresses community groups on topics in a particular field of specialty. 6. Assists in the Social Services Agency training program; gives lectures and trains new workers in agency procedures and appropriate techniques. 7. Reviews and approves actions on sensitive cases involving matters which may be contested or which involve other agencies or departments. 8. Reviews, approves and forwards periodic reports relating to caseload status and activity and personnel. 9. Attends and holds staff meetings and conferences to discuss training problems, evaluation of performance, transfer of employees, morale and personnel problems, and to inform staff of new policies and procedures, and to ensure conformity with departmental and County regulations. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of four years of experience as a Social Work Supervisor, Supervising Eligibility Technician, or similar first line supervisory classification in the Social Services Agency (possession of a bachelor’s degree in a social service field may be substituted for the equivalent of two years of the required experience; a master’s degree in a relevant field for three years). Or II The equivalent of two years of experience as an Administrative Services Assistant or higher-level administrative class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or III The equivalent of six years of experience at least at the first-line supervisory level in a human/social services agency (possession of a bachelor’s degree in a social service field may be substituted for three years of the required experience; a master’s degree in a relevant field for four years). License: Most positions require possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Selective Certification Criteria: When assigned to a Children's Protective Services Division, incumbents will be required to possess a master's degree in Social Welfare (MSW) from an accredited school of social work, which included a supervised field placement providing social casework and counseling services to individuals and families; or possess a master's degree from an accredited college or university in Counseling or Clinical Psychology, with a specialization in Marriage, Family and Child Counseling (MFCC), based on a two-year program (72 quarter or 56 semester units), which included a supervised field placement as part of the course curriculum; or possess an MFCC License. |
