DESCRIPTION
Under general director, plans, organizes and directs the activities of major divisional social services developing and establishing overall divisional policies; sets goals and objectives in the Social Services Agency; and performs other related duties as required.

DISTINGUISHING FEATURES

The class of Division Director, Social Services Agency, is typically a third-level supervisor that has overall administrative responsibility for establishing divisional program policies and setting goals and objectives. This class is distinguished from the next higher one of Assistant Agency Director, Social Services, in that the latter class has overall policy and program development and management of integrated Agency-wide program activities. The class of Division Director, Social Services Agency, is further distinguished from the next lower one of Social Services Program Manager in that while the latter class is responsible for supervising the day-to-day operation of social services programs comprised of multiple units within a subdivision of the Social Services Agency, the former class has responsibility for establishing overall divisional program policy and for setting goals and objectives. Incumbents of the class of Division Director, Social Services Agency, also have the additional responsibility for participating in the meet and confer process with labor organizations.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes, supervises and coordinates the activities of divisional social services programs; establishes divisional program policies and procedures in accordance with County, State and Federal laws and regulations; sets program goals and objectives; coordinates and collaborates with other divisions, departments and community groups to ensure consistency, maximize available resources, and provide integrated services; participates in agency strategic planning; facilitates legislative review, proposals, and analysis.

2. Implements, coordinates and assigns special projects and studies; oversees divisional program development and design; plans and coordinates development of new social services offices; explains policies and solicits information and participation with community groups and other organizations for mutual cooperation in the provision of services; coordinates dissemination of information to the public and media to maintain positive public relations; analyzes, creates, monitors and responds to reports and correspondence.

3. Directs or oversees the business and financial affairs of divisional programs; prepares budget estimates and monitors expenditures; estimates personnel needs and maintenance of required records and statistics; determines mandated services versus discretionary for budgetary purposes; approves minor building maintenance and repairs; researches and recommends major building alterations and remodeling; oversees and monitors grant processes.

4. Reviews and participates in supervision, selection, assigning, training and evaluation of staff; approves, takes and recommends disciplinary action; resolves client complaints that could not be handled at a lower level; conducts grievance hearings; participates in the meet and confer process with labor organizations; confers with upper management regarding departmental policy, public relations, personnel matters and the utilization of and collaborative efforts with community groups.

5. Represents the Agency before boards, commissions and community groups relating to client services and programs; confers with Program Managers and provides direction regarding matters specific to their program areas or special projects; conducts and attends staff meetings and staff development sessions; represents County and Agency at Statewide organizations, before representatives from other Counties, State and Federal agencies.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of six years’ full-time supervisory experience which included at least two years of second-line supervisory experience in a social service, economic benefits or employment services class in the Social Services Agency. (A bachelor's degree may be substituted for the equivalent of two years of first-line supervisory experience.)

Or II

Experience:

The equivalent of six years’ full-time, increasingly responsible managerial or administrative experience, which involved supervision of a major staff support function or program division at the level of Administrative Services Officer or an equivalent or higher-level administrative class. (A bachelor's degree may be substituted for the equivalent of two years of the required supervisory experience.)
