DESCRIPTION
|
Under direction, influences, plans, coordinates, and implements effective workforce development strategies for all job training and workforce programs under the Workforce Innovation and Opportunity Act (WIOA) and related programs operated by the County of Alameda. This position has a leadership role in developing the County’s workforce development strategies.
DISTINGUISHING FEATURES
This single classification position is located in the Alameda County Social Services Agency’s (ACSSA’s) Workforce Development Board (WDB) Division and is assigned responsibility for all phases of its administration. The WDB Director is supervised by the Workforce Development Board and the Social Services Agency Director or designee as authorized by the Board of Supervisors (BOS).

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Develops periodic plans, coordinates, and implements effective workforce development strategies in the County of Alameda, and regionally as directed by the Governor or Workforce Development Board.
- Implements the BOS’s designated County Agency’s and WDB’s policies and mandates into effective operations to meet the need of job seekers and employers.
- Leads and has oversight of the administration of the WIOA programs including WDB operations, specifically personnel, budget preparation, proposal development, contract management, monitoring and evaluation of programs, community relations; and preparation of the Local and Regional Workforce Development Plans.
- Develops and implements policy directives of the WDB; provides staff support to the WDB and its committees, and interprets relevant legislation and economic trends for the WDB and BOS.
- Leads or coordinates regional Diversity Equity and Inclusion (DEI) programs by connecting corporate partners to community-based organizations serving underserved populations to educational programs and to state and federal funding programs created to stimulate livable wage jobs for traditionally underserved populations.
- Develop strategic partnerships with the business community, industry leaders, policy makers, labor, government agencies, educators, community-based organizations, and funding organizations to partner on systematic/statewide workforce solutions.
- Leads the WDB in developing and carrying out its strategic plan by organizing the WDB’s volunteers and building strategic alliances and partnerships with all major business stakeholders, workforce development providers, and community sectors. Responsible for updating WDB’s Strategic Plan for WDB and BOS approval.
- Oversees and directs the preparations of the annual budget for submission and approval to the WDB and the BOS.
- Proactively plans and coordinates with local education agencies, economic development agencies, business, other public agencies, East Bay Works/Regional partners, and community-based organizations to leverage resources and integrate service delivery.
- Actively explores, solicits, and negotiates discretionary funding opportunities in collaboration with community colleges, adult schools, business/industry, and government agencies. Oversees grant writing for new workforce funding proposals and administers discretionary grants and special projects.
- Ensures that the WDB Department complies with all contract and grant agreements. Oversees WIOA performance and negotiates standards with the State WDB.
- Serves on local commissions, boards and planning groups as requested and/or appointed.
- Performs other duties and responsibilities as required.

MINIMUM QUALIFICATIONS
|
EITHER I
Education:
Possession of a Bachelor's degree in Public Administration, Management, or related field in the Social Sciences.
AND
Experience:
The equivalent of four (4) years demonstrated and increasingly responsible supervisory and management experience in the field of workforce development or job training programs, including WIOA.
OR II
Experience:
The equivalent of eight (8) years full-time, increasingly responsible managerial or administrative experience, which involved supervision of a major staff support function or program division at the level of Administrative Services Officer or an equivalent or higher- level administrative class.
