DESCRIPTION

Under general direction, the incumbent will analyze department information and reporting system needs, and review, maintain and upgrade software systems to meet those needs. The Workforce Board System Administrator is responsible for gathering requirements, defining problems and recommending solutions, writing and identifying database design specifications, modifying existing information and reporting systems and providing production support for staff, users and their systems. The Workforce Board System Administrator may also prepare instructional material for department staff, vendors and service providers; act as project manager; and perform related duties as required.

1. Performs business systems analysis appropriate to the Department's specific needs. 2. Consults with department representatives to discuss and define business application programming solutions. Defines the scope of system problems and the goals and needs of automated systems; determines methodology to solve application problems. 3. Participates in management review to improve a departments’ functions and/or procedures; identifies potential solutions and reports on the advisability of each, including feasibility, equipment requirements, personnel requirements, cost/ benefit effectiveness, time requirements, and makes a recommendation on which solution should be used. 4. Conducts system review and user consultations to troubleshoot and resolve internal systems and/or external system issues. 5. Analyze existing systems (assessing data flow, file structure, program processes and report layouts) and update designs, as needed, to address changes in systems requirements, equipment configurations, and business needs. 6. Coordinates internal and external system training. 7. Prepares, analyzes, and creates formal operational and performance reports for departmental management review for planning and other purposes. Prepare statistical and other formal reports to board members and other stakeholders. 8. Monitors and maintains data production systems to assure success. 9. Acts as a liaison with the State Workforce Agency and the Department of Labor, various funders, and vendors. Participate in State, Regional and Local User Peer Groups. 10. Assists department management team in the development of measureable goals and objectives demonstrating knowledge of computer systems and capabilities. 11. Researches, understands, and implements data management systems to comply with federal, state, and other funding data collection and reporting guidelines. 12. Oversees data collection and reporting used to measure compliance in program service delivery, fiscal tracking, and developing, tracking, and analyzing service/system performance objectives. |
MINIMUM QUALIFICATIONS

EITHER I Education: Additional professional administrative/management experience within a county, workforce development or community-based organization, involving database management, planning, and evaluation may be substituted for the education on a year-for-year basis. |
KNOWLEDGE AND SKILLS
