DESCRIPTION

Under the direction of the Social Services Agency Financial Services Director, oversees, budgeting, accounting, claiming and assistance/special payments, contracts and procurement. Oversees revenue maximization efforts. Coordinates efforts of budget and accounting staffs. Does related work as required.
DISTINGUISHING FEATURES The Financial Services Deputy Director for the Social Services Agency directs a large staff of professional, paraprofessional, and clerical subordinates through first- and second-line supervisors. The Financial Services Deputy Director report to the Financial Services Director and acts as “second-in-charge” within the Finance Department. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. 1. Proposes the Social Services Agency budget schedule; supervises the preparation, assembly and completion of the annual budget submission and quarterly forecasts. Evaluates and refines models used for projecting costs and revenues. Organizes efforts to ensure the high quality and integrity of forecasts. 2. Identifies, tracks and prepares impact analyses for emerging budget issues relating to both costs and revenues. 3. Advises the Financial Services Director, SSA, on issues relating to controlling costs and maximizing revenues, on policies and procedures, and on options relating to the preparation and management of SSA’s departmental budgets. 4. Oversees activities involved in preparing and monitoring budgets and analyzing questions of financial policy. Oversees efforts to gather and analyze data on operational costs and to prepare regular and ad hoc financial reports to aid executive decision-making. 5. Periodically reviews budget and accounting structures used by the Social Services Agency to assure that they facilitate the clear, accurate meaningful grouping and recording of program, departmental and agency expenses and revenues. 6. Clarifies budgetary and accounting questions and concerns from the CAO’s and Auditor-Controller's offices, and oversees analyses that address these concerns. 7. Through subordinate supervisors, assures the quality, timeliness and accuracy of work related to general accounting, budgeting, claiming, contracts, procurement and processing assistance/special payments. 8. Assures accounting methods and procedures meet regulatory requirements; standardizes and integrates new procedures within the departments and coordinates them with the Auditor-Controller’s Department. 9. Assures necessary coordination between the efforts of the budget and accounting staffs.

MINIMUM QUALIFICATIONS
|
Experience:
The equivalent of five years of responsible financial and/or budget management experience two years of which required considerable independent judgment in financial policy development and interpretation. Note: Possession of a bachelor's degree from an accredited college or university with a degree in accounting; business administration, public administration, or a closely related field may be substituted for one year of experience. Possession of a Master’s degree in business administration, or a closely related field may be substituted for two years of experience. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Social services agency programs. • Social services agency funding sources. • Budget preparation, including caseload and cost forecasting; revenue estimating; and analysis of federal and state legislation, rules and policies that impact costs and revenues. Ability to: • Lead the planning, organization and implementation of a large financial division.. • Direct staff who are building financial models and/or carrying out financial analyses. • Oversee procurement functions. • Oversee accounting functions. • Write and speak effectively, including the ability to write complex technical reports and conduct effective meetings. • Work cooperatively with both financial and program management staff to clarify issues, evaluate options, present findings and agree on courses of action.
