DESCRIPTION
Under general direction, to plan, organize, and administer client programs and operations of the Benefit/Employment Services, Child/Family Services, Adult/Aging Services, or Administrative Services Departments in the Social Services Agency; to determine and interpret departmental policies; to direct the activities of assigned units and personnel; to act for the Agency Director as Department Head of specific client programs; and/or do related work as required.

DISTINGUISHING FEATURES

Assistant Agency Directors function at the second highest operational level of management in the Social Services Agency and report to the Director of the Social Services Agency. The incumbents are responsible for providing coordination of programs, personnel, internal management, and administration of the department to which assigned, and/or are responsible for the design of new programs in response to changes in the public domain.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Acts on behalf of the Agency Director on matters related to client services programs; represents him/her at meetings with administrative officials, Board of Supervisors, legislative bodies, boards, commissions, and various community groups and other organizations; explains and interprets policies, procedures and regulations for complex program issues.

2. Sets goals and objectives for client service programs in compliance with the Agency's Mission Statement, State and Federal law and County policy; consults regularly with department managers so that appropriate goals can be identified and achieved.

3. Establishes department work priorities, reviews reports to monitor department activities, and evaluates the performance of department managers; manages serious personnel issues, including administrative grievance reviews.

4. Develops operating department budget; requests appropriate staff, equipment, and space; allocates resources and monitors spending to keep within appropriate limits.

5. Confers with the Agency Director to plan the work of the department, exchange information and to ensure consistency of Agency policy in the area to which assigned

6. Participates as an integral member of the Agency Executive Team, which reviews and establishes Agency policy as well as provides advice and direction in support of Agency objectives, goals, and core values.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Social Welfare or closely related field of study is required.

AND EITHER

Experience:

The equivalent of four years of full-time experience in the classification of Division Director or higher level classification in the Alameda County classified service, which included responsibility for major program administration and policy direction.

OR

Experience:

The equivalent of five years of full-time, increasingly responsible administrative experience, two years of which must have been as a Program Director in public welfare administration or a closely-related program, with direct responsibility for major program operations, budget or policy direction.

A Master’s degree from an accredited college or university in Public Administration, Business Administration, Social Welfare or a closely related field may be substituted for two years of the required work experience in either pattern above.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
