DESCRIPTION

Under general direction of the Agency Director, to plan, organize, coordinate and direct administrative operations of the Social Services Agency, including strategic planning and organization development; perform other work as required.    

DISTINGUISHING FEATURES  

The Deputy Director is the second highest executive management position within the Social Services Agency and is responsible for Agency-wide administrative functions, whereas the Assistant Agency Director is the second highest level department. The Deputy Director is responsible for the direct supervision of Program Integrity/Information Services, Facilities, Training and Development, Public Affairs/Community Relations and Office of Program Evaluation and Planning. May also perform other duties as directed by the Agency Director.   


EXAMPLES OF DUTIES

NOTE:   The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

1.  Acts on behalf of the Agency Director on matters related to Agency-wide administrative operations; represents him/her at meetings with administrative officials, Board of Supervisors, legislative bodies, boards, commissions, and various community groups and other organizations; explains and interprets policies, procedures and regulations for complex program issues.

2.  Plans, organizes and implements strategic planning, including organization restructuring/development for the Social Services Agency in consultation with and/or under direction of the Agency Director.

3.  Sets goals, priorities and objectives for administrative operations for his/her departments in compliance with the Agency's Mission Statement, State and Federal law and County policy; consults regularly with department managers and Assistant Agency Directors so that appropriate goals can be identified and achieved.      

4.  Establishes department work priorities, reviews reports to monitor department activities, and evaluates the performance of department managers; manages serious personnel issues, including administrative grievance reviews.

5.  Coordinates; requests for appropriate staff, equipment, and space; allocates resources and monitors spending to keep within appropriate limits; recommends revenue enhancement and cost reduction strategies.

6.  Directs the Agency's resource development efforts and collaborates with department managers in developing innovative programs and projects for potential funding.

7.  Confers with the Director of the Social Services Agency to plan the work of the Agency, exchange information and ensure consistency of Agency policy.

8.  Manages and ensures communication consistency across Agency departments as well as with external partners; may work with Board of Supervisors, County Administrator, state local and community advocacy groups as well as constituents/clients.

9.  Participates as a member of the Agency Executive Committee, which reviews and establishes general Agency policy.

10.  Directs special projects as assigned by the Agency Director.  


MINIMUM QUALIFICATIONS

Either I  

Experience:  

The equivalent of one year of full-time experience in a class equivalent to an Assistant Agency Director or Deputy Director in a large public Human Services Agency.

Or II

Education:  

Possession of a master's degree from an accredited college or university in a field directly related to human services administration, such as MSW, MPA, or MBA.   

And

Experience:  

The equivalent of five years of full-time, increasingly responsible administrative experience, three years of which must have been as an administrator or principle assistant administrator of a large and diverse program or organization, associated with the delivery of human services to the public.      

Or III

Education:   Possession of a bachelor's degree from an accredited college or university in a field directly related to human services administration, such as Business Administration, Public Administration, Social Welfare and Psychology.  

And

Experience:  

The equivalent of seven years of full-time, increasingly responsible administrative experience, three years of which must have been as an administrator or principle assistant administrator of a large and diverse program or organization, associated with the delivery of human services to the public.  

License:  

Possession of a valid California Motor Vehicle Operator's license.  

NOTE:   The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.  


KNOWLEDGE AND SKILLS

• Develop procedures and guidelines consistent with agency policies and interpret these agency policies and procedures to staff and other agencies.
• Analyze and evaluate program and administrative problems and recommend effective solutions.
• Analyze new or proposed Federal and State legislation and evaluate and report on the impact to the agency's operations.
• Plan, organize and direct the work of others.
• Represent the agency and department effectively on a variety of matters with the public, other agencies and departments.
• Demonstrate sensitivity to the ethnic and cultural diversity of Alameda County's workforce, residents and clientele.
• Communicate effectively both orally and in writing.
• Prepare clear, concise and timely reports and correspondence.
