DESCRIPTION
|
Under general direction, to plan, organize, coordinate, develop and implement the departmental volunteer and staff training and development programs and public information/relations activities; to provide guidance and assistance to divisions in conducting such programs and in writing grant proposals; and to do related work as required.
DISTINGUISHING FEATURES This is a one-position classification having responsibility for assisting in the writing of grant proposals; coordinating public information/relations activities and training on a department-wide basis; overseeing the volunteer program; and supervising a Staff Development Specialist and clerical support staff. The responsibility for coordinating and providing assistance for all department training and education activities distinguishes this position from the class of Unit Supervisor, which supervises a unit of Deputy Probation Officers, and from the class of Staff Development Specialist, which is not required to supervise or direct personnel. This position reports directly to the Assistant Chief Probation Officer and supervises the Special Services Unit. |
EXAMPLES OF DUTIES

1. Coordinates and supervises training for departmental staff, line, and management; plans, develops and coordinates the departmental in-service training program with the standards of training for corrections program (STC); arranges for qualified instructors; outlines course content; secures certifications; arranges for field trips and secures training aids; prepares training calendar semi-annually; devises programs and courses and presents course material; prepares and administers training examinations; evaluates progress of training; develops and maintains a professional library of training source materials; acts as a resource person regarding training needs; keeps abreast of new developments in training methods and concepts. 2. Supervises the coordinator of the departmental volunteer program, which includes recruitment and training of volunteers, and assignment and evaluation of volunteers by others. 3. Organizes and acts as secretary and chairperson at training meetings; represents Special Services on various committees and the Probation Department when speaking before community groups. 4. Coordinates the departmental speakers’ bureau; maintains roster of approved speakers; receives and assigns requests for speakers; and makes annual report of speakers bureau activities to directors. 5. Develops policies and procedures for department-wide employee training program; identifies training needs and defines them in terms of attainable objectives; in cooperation with division/institutional directors, prepares realistic plans to achieve training and employee development goals. 6. Assists managers and supervisors in establishing training programs; monitors and evaluates training programs; reviews requests for attendance at related courses. 7. Consults with educational institutions to establish curricula needed for adequate training and career development programs; provides information to employees regarding opportunities for self-development available in the community. 8. Edits the Probation Department's newsletter, the Rapporter. 9. Seeks grant funding opportunities and assists in writing grant proposals for the department. 10. Prepares and administers the STC and other training budgets and monitors the budgetary reserves of the training fund. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of three years’ full-time experience in the Alameda County Probation Department in a related class equivalent to or higher than Deputy Probation Officer II. Or II The equivalent of seven years’ professional, full-time correctional casework experience. Of the seven years, one year must have been in a supervisory capacity comparable to Unit Supervisor, Probation, in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts), or two years must have been in the capacity of training officer in a correctional agency. (Possession of a baccalaureate degree in a relevant field may be substituted for two years’ experience, but not for the required supervisory or training officer experience). Special Requirements: Possession of a valid California Motor Vehicle Operator's license. Good driving record according to DMV negligent operator guidelines and qualification for automotive insurance. Persons appointed to positions in this classification in the Probation Department must meet the minimum requirements for Peace Officer (Section 1031 Government Code), which includes being a U.S. citizen or a permanent alien who is eligible for and has applied for citizenship at least one year prior to application for employment. Any felony conviction is disqualifying. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
