DESCRIPTION
Under general direction, plans, organizes and directs the work of a major functional division of the Probation Department; consults with, and advises top level management on problems and needs within the division; participates in community functions related to the division's programs; and does related work as required.

DISTINGUISHING FEATURES

Incumbents in the class of Deputy Chief Probation Officer are assigned responsibility for the administration of a major division. They may report directly to the Chief Probation Officer or an Assistant Chief Probation Officer. They may direct first-and second-level supervisors, as well as Deputy Probation Officers and Superintendents, Assistant Superintendents and Juvenile Institutional staff. Deputy Chief Probation Officer is distinguished from Division Director, Probation and Superintendent in that the latter are responsible for specific programs or institutions but not entire divisions.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs the work of a major functional division of the Probation Department to conform with general policy established by the highest management levels or with Federal and State laws and County ordinances related to the division's programs.

2. Provides general direction to subordinates in specific program functions, such as investigation and supervision of probationers, which includes general procedures and techniques in the care and custody of juveniles in institutions.

3 Develops departmental policies in conjunction with top administration.

4. Consults with administration regarding public relations, addresses personnel matters, identifies and addresses divisional needs, and the utilization of community resources; develops and implements strategies and solutions related to areas of responsibility.

5. Prepares legislative bill analyses, develops implementation and training plans regarding legislation affecting areas of responsibility, and ensures full implementation of the plan including any necessary policy revisions.

6. Reviews and participates in the selection, assignment, training and evaluation of staff; takes corrective action and recommends disciplinary action; and, approves and schedules vacation and overtime work.

7. May approve minor building maintenance changes and necessary repairs; recommends any major building alterations.

8. Responds to media inquiries and develops press releases.

9. In conjunction with other management staff, makes recommendations to the Chief Probation Officer regarding the business and financial affairs of the division; monitors divisional expenditures to ensure compliance with County Auditor’s Manual of Accounting Policies and Procedures; and, participates in the annual budget development process.

10. Researches, initiates and oversees grant and funding proposals; coordinates development of divisional events; and, promotes volunteerism through outreach to institutions and agencies.

11. Ensures evidence-based practices are developed and utilized throughout the area of assigned responsibility. Identifies and develops best practice recommendations regarding areas of assigned responsibility.

12. Directs requisitioning of supplies and equipment and maintenance of required records and statistics.


MINIMUM QUALIFICATIONS
Either I

Education:

Possession of a Baccalaureate degree from an accredited college or university (180 quarter or 120 semester units) in Social Welfare, Planning, Public Administration, Public Policy, Criminal Justice or a closely related field.

And

Experience:

The equivalent of four years of full-time supervisory experience which included at least two years in the class of Institutional Supervisor II, or an equivalent or higher level class, in the Probation Department of Alameda County.

Or II

Education:

Possession of a Bachelor’s degree from an accredited college or university (180 quarter or 120 semester units) in Social Welfare, Planning, Public Administration, Public Policy, Criminal Justice or a closely related field.

And

Experience:

The equivalent of four years of full-time, increasingly responsible managerial or administrative experience, which involved supervision of a major support function or program division at the level of Superintendent or an equivalent or higher level class in a probation, parole, correctional institution, etc.

License:

Possession of a valid California Motor Vehicle Operator's license.

Special Requirements:

Applicants must be at least 21 years of age at the time of appointment.

A good driving record according to DMV negligent operator guidelines and qualification for automotive insurance.

State law requires that persons appointed to positions in this classification must meet all minimum requirements for Peace Officer status (Section 1031 Government Code).

Applicants are not required to be a US citizen, but must be legally authorized to work in the United States under federal law. (Per SB 960)

A thorough background investigation will be made of prospective applicants. A record of any felony conviction will result in disqualification.

Fingerprinted for purposes of search of local, state and national fingerprint files to disclose any criminal record.

Found free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of armed peace officer, as determined by a licensed examining authority in accordance with the California Government Code.

Within the prescribed time limit after date of appointment, satisfactory completion of training for probation officers as specified by the California Board of Corrections, Peace Officer Standards and Training PC 832 and any other training required under law.

May be required to be armed within course and scope of duties.

Willingness to perform work requiring irregular hours, holidays and weekends.

Physical Requirements:

Applicants must satisfactorily pass a thorough medical examination for Peace Officers and a psychological evaluation before job placement can take place.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
