DESCRIPTION
|
Under general direction, incumbents in this classification implement and manage department-wide training and development programs, which includes developing, planning, organizing, implementing, evaluating, and making recommendations for a variety of staff development, training, and performance improvement initiatives as deemed necessary to meet Federal, State, County, or Departmental requirements related to the Probation Department. Performs training audits and quality control checks and acts as a liaison with internal and external clients and agencies for purposes of ensuring that training programs meet the functional needs of the department; performs other related duties as required.
DISTINGUISHING FEATURES
This management classification is responsible for supervising a unit of professional and clerical classifications and is responsible for developing and administering the training program for Probation Department employees. The position of Probation Training Manager is a single position class, found in the Probation Department. This management classification is distinguished from the other classes in that this position is a professional–level class that requires extensive knowledge of the Probation Department in order to oversee training and development activities and provide technical services in a wide variety of areas. The Probation Training Manager will report to senior/executive level management in the Administration Division.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification; however, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Plans, directs, establishes standards, and develops policies and procedures for a professional, department-wide training program.
- Coordinates with universities, community colleges, contractors, other County departments, regional planning groups and other training entities to build partnerships, solicit community involvement and provide community education.
- Supervises the facilitation of an annual needs assessment process for divisions and analyzes training needs when necessary.
- Supervises the design of lesson plans, including organization and sequencing of content.
- Supervises staff development professionals, internal and external instructors, and clerical personnel; establishes standards and evaluates performance.
- Participates in Departmental strategic planning and assists in effectively managing change.
- Represents staff development on committees and advisory boards.
- Coordinates and supervises training for departmental staff line and management; plans, develops and coordinates the departmental in-service training program with the Standards and Training for Corrections (STC) program; arranges for qualified instructors; outlines course content; secures certifications; arranges for field trips and secures training aids; prepares and revises, as needed, the annual training calendar and catalogue; devises programs and courses and presents course material; prepares and administers training examinations; evaluates progress of training; develops and maintains a professional library of training source materials; acts as a resource person regarding training needs; keeps abreast of new developments in training methods and concepts.
- Develops policies and procedures for department-wide employee training programs; identifies training needs and defines them in terms of attainable objectives; in cooperation with division/institutional managers, prepares realistic plans to achieve training and employee development goals.
- Consults with educational institutions to establish curricula needed for adequate training and career development programs; provides information to employees regarding opportunities for self-development available in the community.
- Seeks grant-funding opportunities and assists in writing training and staff-development grant proposals for the department.
- Prepares and administers the STC and other training budgets and monitors the budgetary reserves of the training fund.
- Works in conjunction with the volunteer manager and assists with identifying volunteers’ training needs and defines them in cooperation with division directors; prepares realistic plans to achieve training and volunteer program goals.
- Represents the Probation Department in monthly meetings of the Bay Area Training Officers group and the Alameda County Correctional Training Officers group, and shares information with appropriate staff.
- Maintains records of expenditures for the various training accounts.
- Serves as technical consultant to subordinate staff; acts as an internal consultant to the larger organization.
- Maintains training and development standards, objectives, policies, and procedures; evaluates training effectiveness and recommends changes to division operations to improve cost and operational efficiencies.
- Oversees the administration of all division training activities; directs the preparation of training schedules, reviews the preparation and management of the division budget and service contracts, and oversees the planning of future training.
- Identifies and contracts with external vendors and departmental training and performance consultants.
- Prepares and evaluates proposals, requests for proposals, and reports related to training.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a Baccalaureate Degree from an accredited college or university with a major in Public Administration or a related field.
AND
Experience:
EITHER I
The equivalent of two (2) years of full-time experience in the classification of Staff Development Specialist or in an equivalent or higher-level training related classification in the Alameda County classified service.
OR II
The equivalent of three (3) years of full-time experience managing a training program in a large public/private jurisdiction with experience developing and administering training programs in a criminal justice related field. Previous responsibilities must include managing and supervising training development/delivery staff.
License:
Must possess a valid California State Motor Vehicle Operator's License.
Special Requirement:
A thorough background investigation, including fingerprinting will be conducted of all candidates who have accepted a conditional offer of employment to ensure they are suitable for Probation Department related work. A felony conviction may be disqualifying.

- Develop and maintain effective cooperative working relationships with the public, staff and private agencies.
