DESCRIPTION
Under direct supervision of the Alameda County Health Care Services Agency (HCSA) Court Appointed Special Advocates (CASA) Programs Administrator, this classification provides operational oversight and supervision of program staff within the Alameda County Court Appointed Special Advocates (CASA) and the Friends of Alameda County CASA Inc. (FOACCASA) non-profit organization; and performs related work as required. 
  
DISTINGUISHING FEATURES

The Court Appointed Special Advocates (CASA) Program Manager is a single position classification located in the Health Care Services Agency, Office of the Agency Director, and reports to the CASA Program Administrator. This class has the responsibility of the day-to-day supervision of assigned staff and operational oversight. Incumbents in this class will develop techniques to evaluate CASA program effectiveness, oversee the recruitment and support of CASA volunteers, and recommend program modifications or development.

This class is distinguished from the CASA Program Administrator in that the latter provides leadership and oversees the development and implementation of the vision, mission, and strategic directions of the Alameda County Court Appointed Special Advocates (CASA) and the Friends of Alameda County CASA Inc. (FOACCASA) non-profit organization. It is further distinguished from the CASA Program Associate in that the latter is responsible for recruitment, training, providing resources, guidance, and support to the CASA volunteers.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, directs, reviews, supervises, and evaluates the work of assigned staff; orients and trains staff in work procedures.
  2. Recommends selection of staff; ensures performance of direct reports; recommends discipline as required and agreed to by the Program Administrator.
  3. Develops and modifies outcomes, techniques, and formats to evaluate pilot or current program effectiveness and to determine the need for program modifications and/or new program development within CASA.
  4. Compiles and maintains accurate records and files regarding program activities; prepares reports, procedures, and recommendations regarding projects or programs for target groups served.
  5. Monitors volunteer/youth programming and ensures compliance related to contracts and funding requirements; recommends and facilitates implementation of procedural and operational changes to maximize service delivery.
  6. Participates in departmental, Countywide, and/or State planning processes; serves on a variety of committees and task forces.
  7. Analyzes new policies and procedures from the National Court Appointed Special Advocates/Guardian Ad Litem Association, State and local court CASA standards, and drafts changes for implementation.
  8. Participates as a member of the CASA Management Team and assists with annual budgeting, strategic planning, and regular review both internal and external.
  9. Assist with all other functions (recruitment, marketing, fund development, finance/administration, and training) as needed to achieve program goals.
  10. Participates in CASA program events including training, fundraising and other CASA activities.
  11. May maintain a limited caseload of volunteers, youth, or non-minors. 

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of two (2) years of full-time experience in the class of Court Appointed Special Advocates (CASA) Program Associate or in an equivalent or higher-level class working with children and youth in the Alameda County classified service. 

Substitution:

Completion of the Alameda County Management Academy "Management & Supervision Certificate Program" may substitute for six (6) months of the required qualifying experience.

OR II

Education:

Possession of a bachelor’s degree from an accredited college or university in social welfare/work, sociology, psychology, health care service, public health and behavioral health services, or a closely related field.

AND

Experience:

The equivalent of three (3) years of full-time experience working in a program that provides services and advocates for children and youth in a social services or health care setting. One (1) year of the required experience should include the supervision of staff working in the areas listed above.

License:

Possession of a valid California Motor Vehicle Operator’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
