DESCRIPTION
Under direction, to plan, organize and direct the operation of the Alameda County Probation Department's Camp Sweeney; to be responsible for the care of the youths committed to these facilities; to supervise and train personnel; and to do related duties as required.


DISTINGUISHING FEATURES

The Camp Superintendent is an administrator who reports to a Division Director and is responsible for the full range of daily operations and coordination of casework and rehabilitative services in the facility, and is responsible for the training and supervision of the staff assigned to the Camps. The Camp Superintendent is assisted in the coordination of the Camp’s operations by subordinate supervisors.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Consults with a Division Director and the representative of other divisions of the department to establish policies for the observation, treatment and rehabilitation of juveniles; develops camp programs and procedures to implement these policies.

2. Confers with the a Division Director on significant matters of camp operation; confers with Juvenile Services Division on referrals of youths to the camps, on placing youths in the camps or out of State or County, and on coordinating the activities of the camp programs; confers with the Division Director on the interviewing and processing of detainees; confers with subordinate supervisors and Juvenile Institutional Officers on policies, procedures and total functioning of the facilities.

3. Directs the planning, organization and operation of the facility, including the treatment program and maintenance of the facility.

4. Plans, trains, directs, evaluates and supervises the work of Institutional Supervisors, clerical support, subordinate staff members; this includes Juvenile Institutional Officers and Deputy Probation Officers. Makes decisions and recommendations on personnel matters, including hiring and disciplinary action.

5. Prepares and manages the budget, including requisitioning of supplies and equipment.

6. Represents the department at meetings of professional and lay groups; gives lectures to interested public groups on camp objectives, procedures and results. Under direction of the Chief Probation Officer, meets with and responds to the media and prepares news releases.

7. Maintains liaison with the court, ensures that court orders are followed and performs court tasks as required.

8. Maintains facility for safety, security, health standards and keeps check on the health of the youths and attends to their general welfare.

9. Confers with parents of youths detained in the camp.


MINIMUM QUALIFICATIONS

Either Pattern I

Experience:

The equivalent of three years of full-time experience in the Alameda County Probation Department at the level of Unit Supervisor, Probation; or in an equivalent or higher level Probation classification in the Alameda County classified service and one year experience in a juvenile residential facility. (Non-classified includes District Attorney’s Office, and the Hospital Authority.)

Or Pattern II

Experience:

The equivalent of three years of full-time experience in the Alameda County Probation Department at the level of Institutional Supervisor II.

Or Pattern III

Education:

Possession of a Bachelor's degree from an accredited college or university in one of the behavioral sciences (sociology, psychology, political science, criminal justice, ethnic studies, anthropology, public administration, speech pathology), or a related field.

And

Experience:

The equivalent of three years full-time experience in a second level supervisory position over 10 or more staff in a juvenile treatment, detention or residential facility that includes the responsibilities of budgetary oversight.
Special Requirements:

Any felony conviction is disqualifying.
Persons appointed to positions in this classification in the Probation Department must meet the minimum requirements for Peace Officer (Section 1031 Government Code), which includes being a U.S. citizen.
Good driving record according to DMV negligent operator guidelines and qualifications for automobile insurance.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Purposes, organization, policies and practices of resident treatment facilities.
• Psychology and behavior patterns of delinquent and nondelinquent juveniles.
• Principles and techniques of group and individual counseling of delinquent youths.
• Causes and treatment of juvenile delinquency.
• Principles of personnel management and staff development supervision.
• Principles of budget analysis and preparation.
• Supporting federal and state regulations impacting the delivery of Probation services, the Welfare and Institution Code, the Penal Code, Health and Safety Code, Federal and States Government code, Title 15 and 24 of the State Code of Regulations, Peace Officer Bill of Rights, and other laws and regulations relating to probation operations.

Ability to:

• Plan, organize, direct and evaluate the work of a staff, provide rehabilitative service to youths.
• Maintain effective leadership and to gain the interest, respect, and cooperation of employees and wards.
• Communicate effectively orally and demonstrate strong writing skills by preparing clear, concise and timely reports and correspondence.
• Establish and maintain good working relationships in the community with other agencies, parents, citizen groups and the general public.
• Analyze and prepare budget and insure Camp remains within Budget allocation.
