DESCRIPTION
Under general supervision, to supervise subordinate staff in developing and directing activity programs for nondelinquent, dependent juveniles housed in Snedigar Cottage Division of the Welfare Department; to personally plan and supervise these activities; and to do related work as required.

DISTINGUISHING FEATURES

At Snedigar Cottage, a shelter for nondelinquent children, the Supervising Child Care Worker is in charge of all units on one shift, including the receiving, isolation and living units. Overall supervision comes from the Assistant Director or Director, Snedigar Cottage.

Incumbents of positions in this class may be assigned any shift in the facility.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans and develops unit regulations, procedures, counseling and activity programs designed to adapt departmental policies to the specific groups of dependents assigned; supervises unit personnel in such procedures; reviews observations and progress reports of the child care workers; and reads and makes entries in the daily log to note unusual occurrences or to relay special instructions.

2. Trains new personnel in departmental procedures and in group and individual counseling and control methods.

3. Assigns and supervises the counseling and the record and report writing functions of Child Care Workers; evaluates performances of Child Care Workers.

4. Performs the releasing, admitting, and disciplinary functions in the Cottage; consults with administration in the handling of more difficult or sensitive cases.

5. Attends administrative and unit staff meetings for the development of overall policies.

6. Initiates supply requisitions, inspects unit facilities and equipment and is responsible for the general security and cleanliness of the assigned living unit.

7. Personally assists in counseling and group supervising activities.

8. Coordinates the use of recreational equipment in the Cottage area; coordinates diversionary and recreational activities with the school program in consultation with faculty.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years’ experience in the class of Child Care Worker II or Group Counselor II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education:

An associate of arts degree with an emphasis in Human Development, Childhood Development, Behavior Modification, Sociology, or a closely related field,

And

Experience:

The equivalent of one year of full-time experience at a level equivalent to or higher than Child Care Worker II in an institution designed for the care and custody of abandoned, abused, delinquent or neglected children.

Or III

Some acceptable combination of education and appropriate experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• Principles of personnel supervision.
• General psychology and behavior patterns of abandoned, abused or neglected children.
• Principles of group and individual counseling work as applied to these children.
• Standard health and first aid practices.
• Recreational and leisure-time activities.
• Procedures involved in the care, safety, and custody of court dependents.
• Basic laws and codes governing local welfare institutions practices and procedures.
• Local welfare, correctional and recreational facilities.

Ability to:

• Supervise and direct the activities of a group of adolescents and secure their respect and confidence.
• Maintain firm discipline in a fair and tactful manner.
• Aid in the development, comfort and socialization of the Cottage populations.
• Secure and maintain the cooperation of co-workers and subordinates.
• Write accounts and meaningful observation and other types of reports.
• Supervise and train employees.
