Under general direction, to supervise multidisciplinary staff providing services to Mental Health clients; to personally perform therapeutic and related services; and to do related work as required. DISTINGUISHING FEATURES This is a first line supervisory level in the Clinical Psychologist series. Incumbents provide the full range of supervisory duties including: delegating work, scheduling staff, evaluating performance and performing limited administrative duties. Senior Clinical Psychologists are responsible for the daily operation of a mental health program or a mental health team of clinicians. This class is distinguished from the related class of Chief Clinical Psychologist in the types of mental health services for which they are responsible. Senior Clinical Psychologists provide direction and planning for a service at a mental health center or law enforcement agency. In addition, Senior Clinical Psychologists typically have responsibility for one program, and generally have a more limited scope of program and administrative responsibilities. Chief Clinical Psychologists commonly have responsibility for multiple programs and a broader scope of program and administrative responsibilities. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Supervises a multidisciplinary staff of three or more clinicians; confers with staff regularly regarding techniques used, case progress, and related matters for the purpose of promoting and evaluating professional development and assuring quality of care/service, as well as reviewing work in progress. 2. Holds regular case conferences and team meetings with clinicians for supervision and consultation; reviews psychiatric case records and selects cases for discussion; supervises staff in assessing social, emotional and economic causes of problem behavior and mental or emotional disorders; assists staff in developing and modifying treatment and approving alternative treatment plans; manages the termination or transfer of cases; assigns, reviews, and approves court-ordered evaluations. 3. Oversees the clinics intern program. Supervises consultation activities of supervisees (staff who supervise); is responsible for assignment and reassignment of supervisees’ caseload. 4. Coordinates the assignment of cases, conducts staff meetings and provides training; schedules staff to provide for clinic coverage; evaluates work performance; assists in disciplinary proceedings. 5. Personally maintains a small caseload or handles some of the more complex cases; performs a variety of direct clinical, diagnostic, treatment, outreach and counseling services. 6. Performs special projects related to program planning, design, and development, community outreach and public information duties, interagency liaison activities; and research projects. 7. Assists the Behavioral Health Clinical Manager with program planning, implementation and evaluation activities. 8. Performs limited administrative duties such as providing input into the budget process and coordinating office management functions. May monitor community contracts. May act on behalf of the Behavioral Health Clinical Manager for limited periods such as during vacations and illnesses. |
MINIMUM QUALIFICATIONS

Education: In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job. |
KNOWLEDGE AND SKILLS
|

Knowledge of: • Principles and practices of modern clinical psychology, including abnormal psychology, diagnostic testing, personality theory, organic defects, psychological therapeutic counseling, statistics and casework. • Principles, methods procedures and facilities used in a modern progressive psychiatric program. • Dynamics of personal and social adjustment, normal and abnormal behavior and current psychiatric diagnostic techniques appropriate to rehabilitative work. • Principles of effective supervision, training, program planning and community mental health consultation. • Specific content of mental health laws and procedures governing confidentiality, involuntary treatment, conservatorship and patient rights. • Modern hospital and community mental health system organization and functions. • Statistical research and evaluative methods pertinent to mental health programs. Ability to: • Supervise and train others to establish and maintain a therapeutic relationship with clients, determine the needs of individual situations in terms of diagnostic and other techniques required and take an effective course of action. • Communicate effectively both orally and in writing, interpreting highly technical professional material to lay individuals. • Supervise up to nine clinical staff which may include Physicians, Behavioral Health Clinicians, and other professional and paraprofessional staff members. • Motivate others and help people work together effectively. • Maintain sensitivity to personal/professional needs. • Establish and maintain effective working relationships with other professional persons and the general public. • Utilize community resources in a rehabilitation process. • Write and speak effectively in professional communications. |
