DESCRIPTION
Under general direction, plans, organizes, and directs the forensic behavioral health services across systems of care in the Alameda County Sheriff’s Office (ACSO); coordinates and evaluates mental health services to ensure compliance with Board of State and Community Corrections (BSCC), clinical legislative mandates, State and Federal rules, regulations and administrative standards; serves as the administrator of treatment and rehabilitation services and programs for incarcerated and formerly incarcerated adults and the community; and performs other related duties as required.

DISTINGUISHING FEATURES

CORE & Re-Entry System of Care Director is a single position classification in the ACSO and reports to a Division Commander. This classification is distinguished from the next lower classification of Community Oriented Response and Engagement (CORE) Clinical Manager by the exercise of organizational, policy development, and administrative responsibilities for all forensic mental health and corrections re-entry support services within the Sheriff’s Office.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Provides leadership, program and policy direction, and oversight for the ACSO CORE behavioral health services and Santa Rita Jail Re-Entry Support Services through subordinate professional, managerial, and trainee staff. 
  2. Plans, organizes, directs, evaluates, and provides oversight of forensic behavioral health and re-entry services within the Sheriff’s Office operations, crisis intervention, and community engagement programs serving the incarcerated, formerly incarcerated, their family members, and the community.
  3. Recruits, trains, supervises, and evaluates the work of subordinate professional and managerial staff who are responsible for supervising multi-disciplinary teams of professional, paraprofessional, technical, and support staff.
  4. Develops long-range plans for comprehensive agency-wide service delivery of mental health services including establishing long-term goals and annualized objectives to increase service capacity to additional locations within the County.
  5. Oversees and integrates evidence-based practices into Sheriff’s Office operations related to behavioral health and re-entry services for the Santa Rita Jail Re-Entry and Support Services Unit to ensure maximum collaboration and minimum redundancy of services.
  6. Collaborates with Alameda County Behavioral Health (ACBH), and other County Departments to create policies and protocols to increase collaboration and coordination of care for the incarcerated and formerly incarcerated population at Santa Rita Jail and in the community.
  7. Oversees and integrates Crisis Intervention Training best practices into Sheriff’s Office operations, policies, and procedures.  
  8. In collaboration with the Agency’s Finance department, develops, prepares, and manages annual county budgets for the CORE behavioral health (formerly Youth and Family Services Bureau) and Santa Rita Jail Re-Entry and Support Services units, including grant funds, contracted services budgets, and federal and state funding.
  9. Directs and coordinates the formulation of sound financial strategies to ensure funding for continued operations, enhanced or expanded service delivery, and development of new evidenced-based programs and services; collaborates with fund development leaders to pursue grant opportunities.
  10. Develops, maintains, and reviews operational policies, procedures, guidelines, goals, and objectives for all behavioral health, re-entry, and support programs within ACSO.
  11. Reviews departmental operations and the operations of community-based organizations under contract with ACSO to ensure fidelity to evidenced-based practices and adherence to federal, state, and county correctional health care standards, institutional regulations, and guidelines in the provision of in-custody care and behavioral health services.
  12.  Prepares a variety of correspondence, narrative, and statistical reports, and prepares information and presentations for the Sheriff, Board of Supervisors, and ACSO Executive Management.
  13. Assures that CORE behavioral health and Santa Rita Jail Re-Entry Support Services systems appropriately include policies and procedures designed to improve the quality of client services, reduce recidivism, and ensure that services being provided meet qualitative performance outcomes as required.
  14. Collaborates with Alameda County Probation Department, ACBH, community-based organizations, and other appropriate stakeholders in identifying, developing, and implementing alternatives to and diversion from incarceration.
  15. Represents the department at various meetings and forums at the state, local, and federal levels; interprets new legislation and its impact on departmental operations and service delivery.


MINIMUM QUALIFICATIONS

EITHER I
Experience:

Three (3) years of full-time experience in the Alameda County Classification of CORE Clinical Manager;

OR II
Education:

Possession of a Master’s degree from an accredited college or university in Marriage and Family Therapy Counseling, Marital and Family Therapy, Psychology, Clinical Psychology, Counseling Psychology, Counseling with an emphasis on Marriage, Family and Child Counseling, or a Master’s degree in Nursing or Social Work with an emphasis on Clinical Social Work, or an equivalent degree that meets requirements set by the California Board of Behavioral Sciences for a Marriage and Family Therapist license.

AND
Experience:

The equivalent of five (5) years of full-time, administrative/management post-graduate experience in community organization, planning and evaluation, budget, fiscal, and personnel management in a community mental health, or medical setting providing services to emotionally disturbed adults and their families. At least two (2) years of which must be in a Law Enforcement and/or Correctional setting.

License:

Possession of a valid clinical license in Marriage Family Therapy (LMFT), Licensed Clinical Social Work (LCSW), Clinical Psychology, or Licensed Professional Clinical Counselor (LPCC), issued by the applicable licensing authority: California Board of Behavioral Sciences or California Board of Psychology.

Special Requirements:

  • Prior to appointment to this class, prospective appointees must pass a comprehensive background investigation conducted by the Alameda County Sheriff’s Office.
  • Must have valid CA clinical license by date of appointment.
  • All candidates must possess a valid California State Motor Vehicle driver’s license.
