DESCRIPTION
This classification specification describes the entry level of the Rehabilitation Counselor classification flexibly-staffed series.  Under close supervision, to be responsible for counseling clients in Mental Health, Vocational or Forensics programs; to formulate client assessments, treatment plans and provide rehabilitation counseling for assigned clients; to gather and present case history data; and to do related work as required.

DISTINGUISHING FEATURES

This classification is part of a two-level flexibly-staffed class series of the Rehabilitation Counselor classifications.  Incumbents in this entry-level rehabilitation counselor class receive close supervision in their work and in the development of professional competence.  The class of Rehabilitation Counselor I is distinguished from the next higher-level one of Rehabilitation Counselor II who provides a full range of rehabilitation services, involving considerable latitude and independence of judgment and seeks supervisory review and guidance only for selected cases.
  
Rehabilitation Counselor I’s are expected to gain experience, demonstrate proficiency, and acquire master’s level academic training to qualify them to promote to the Rehabilitation Counselor II level after satisfactory completion of twelve (12) months at the level of Rehabilitation Counselor I.

EXAMPLES OF DUTIES
NOTE:   The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Conducts client interviews to obtain social, economic, emotional and other data; prepares summaries of such information; presents intake data at diagnostic evaluation conference; and assists in the formulation of individual treatment plans. 
  2. Provides rehabilitation services to assigned clients; periodically meets with clients to assess progress toward rehabilitation goals; provides guidance in individual and group meetings; identifies the need and refers clients to other County or community agencies for other supportive or ancillary services.
  3. May provide supervision or guidance to personnel or interns assigned to programs and participate in the administration of rehabilitation services.
  4. Serves as a liaison between assigned programs and other health, welfare, and social agencies or programs, and is expected to uphold values and mission of primary assignment.
  5. Provides technical consultation to lay and professional agencies and groups to enable them to improve their services as it relates to mission of primary assignment.
  6. Maintains case records and histories, collects data and prepares reports and correspondence as required for the effective operation of the assigned program.

MINIMUM QUALIFICATIONS

Experience:

Possession of six (6) years direct rehabilitation counseling or clinical work experience in a clinical, vocational or forensics settings.

Substitution:

Possession of a master’s degree from an accredited college or university in rehabilitation counseling, clinical or educational psychology, or social work/marriage and family counseling/professional counselor can substitute for the required experience.

License

Some positions in this class require a valid California Motor Vehicle Operator's license. Applicants must possess such license prior to appointment to such positions.

Special Requirement

In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day on the job.

In compliance with the Department of Health Care Services (DHCS) and the Federal Cures Act, Employees in this classification who are required to render direct specialty mental health services in the course of their assignment must successfully be enrolled in Provider Application and Validation for Enrollment (PAVE) web portal prior to commencing employment.

NOTE:   The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

  • Modern principles, methods, materials, and trends and literature related to alcohol and drug disorders, mental and emotional illness, personality disorders, and their attendant problems.
  • Prevention and treatment, procedures and techniques related to alcohol and drug disorders, mental and emotional illness, and personality disorders.
  • Social aspects of drug, alcohol, mental and emotional problems.
  • Techniques and dynamics of group and individual counseling.
  • Scope and activities of health economic, legal and welfare agencies.
  • Techniques and dynamics of assessment and engagement.
  • Evidenced Based Practices used effectively within rehabilitation settings.

  • Develop and maintain effective and productive casework relationships with clients and their families.
  • Secure pertinent social and personal data and meet documentation requirements.
  • Utilize community resources, such as, Department of Rehabilitation, Social Security Administration, various social services agencies.

  • Input and/or access data via a system-wide computer network and personal computers.
