DESCRIPTION
Under direction, to plan, organize and direct the operation of one or two rehabilitation programs which serve mental health/substance abuse consumers at a particular site; to perform program development and administrative functions in connection therewith; to supervise multi-disciplinary rehabilitation staff; and to do related work as required.

DISTINGUISHING FEATURES

This is a supervisory-administrative classification with positions located in the Behavioral Health Care Services Department in the Health Care Services Agency.

Chief Rehabilitation Counselors may be found in large outpatient centers where they are responsible for daily operations and act as assistants to Center Directors. Chiefs perform a wide range of supervisory and administrative functions. Chiefs differ from the next higher class of Mental Health Services Center Director in that the latter are responsible for a greater number of personnel (typically 16+) and always have multi-program responsibility.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises, usually through subordinate supervisors, a multi-disciplinary staff of rehabilitation staff engaged in the delivery of rehabilitation services to mental health and substance abuse consumers; reviews case histories and progress notes; conducts staff meetings and conferences to discuss consumer vocational plans; assure compliance with quality assurance policies.

2. Participates in meetings to integrate design and functioning of unit and with other components of the Behavioral Health Care services system of care and with the design and needs of the larger system as a whole. Also participates in the development of mental health/substance abuse services in coordination with Behavioral Health Care Services Administration.

3. Acts as liaison to administrative components of other departments and contract agencies; coordinates the activities of programs with other public and private agencies; meets with community groups regarding planning of inter-agency policies and agreements.

4. Personally, or by delegations, has responsibility for recruitment, selection, and evaluation of staff; initiates formal disciplinary proceedings.

5. Has major responsibility for budget planning, preparation; and monitoring; has responsibility for facilities management and safety of facility and equipment.

6. Provides policy direction for staff; works with other staff to assist in the development of department-wide policies and procedures; provides for training of staff; assists in long-range program planning.

7. Prepares administrative reports and recommendations regarding program activities and objectives; may be assigned special research or other projects.

8. Coordinates the daily operation of a large Rehabilitation Center; assists the Center Director in planning long-range goals and allocating resources.

9. May have full administrative responsibility for operating a Rehabilitation program under the supervision of a Center Director.

MINIMUM QUALIFICATIONS
Either I

Experience

The equivalent of one year of full-time experience in the class of Senior Rehabilitation Counselor in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education

Possession of a Master’s Degree in Rehabilitation Counseling or a Master’s in Degree in Social Work from an accredited school of rehabilitation counseling or social work with field placement in a rehabilitation setting or the State Department of Rehabilitation emphasizing the rehabilitation needs of mental health/substance abuse consumers,

AND

Possession of a Clinical Social Work License or Marriage, Family and Child Counseling License issued by the California Board of Behavioral Science Examiners. Incumbents of this class must comply with State licensure requirements or be eligible for a waiver from the State Department of Mental Health.

Some positions in this class require a valid California Motor Vehicle Operator’s license. Applicants must possess such license prior to appointment to such positions.

• Specific content of mental health/substance abuse laws and procedures governing confidentiality, involuntary treatment, conservatorship and patient rights.
