DESCRIPTION

Under direction, to plan, organize, participate in and supervise the clinical case management functions and staff of the Center for Healthy Schools and Communities (CHSC); to provide leadership to school districts, County, and non-profit administrators, as well as CHSC staff; to develop and implement programs at schools and Youth and Family (YF) centers that meet the needs of youth, families and communities; and to perform related work as required.

DISTINGUISHING FEATURES

Supervising Clinical Case Manager, CHSC are located in the Alameda County Health Care Services Agency, CHSC and report to the School Health Administrator, CHSC. The Supervising Clinical Case Manager oversees the clinical and programmatic work of Clinical Case Managers who provide a full continuum of behavioral health services in school-based, school-linked programs for youth (5-24 years of age) and their families. This classification is responsible for collaborating and coordinating with school district administrators and community partners to ensure services are aligned with district, CHSC, and community goals; managing the CHSC Behavioral Health Internship program; contributing to internal and external training and capacity building initiatives; and promoting and supporting the implementation of the overall vision, mission, and strategic directions of the CHSC.

The Supervising Clinical Case Manager is distinguished from the School Health Administrator, CHSC in that the latter serves in a leadership role, directing the activities associated with the CHSC. It is further distinguished from Senior Clinical Case Manager, CHSC and Clinical Case Manager, CHSC classifications as it assumes full responsibility for the overall management of the CHSC internship program including oversight of those engaged in the clinical field supervision of interns, as well as intern recruitment, placement, quality assurance, chart audits and training.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises staff and their assessment of the social-emotional service needs and infrastructure of a school, set of schools, school district, or YF Center; and helps them develop, implement, and periodically evaluate a capacity building, resource and service plan.

2. Develops strong and productive relationships with school and school district administrators to support integrated programs that meet the needs of youth, families, the school and the community.

3. Manages the quality and expansion of the CHSC internship program; and provides clinical and programmatic oversight to others engaged in providing clinical field supervision to interns, as well as intern recruitment, placement, training, and completion of all paperwork required by educational institutions.

4. Develops effective teams that work together to align their work with CHSC practices, strengthen their use of evidence-based practices, support each other in resolving challenges in schools or YF Centers, and work together to achieve program-related goals.

5. Supports Clinical Case Manager, CHSC staff to develop, improve, and support creation of service referral and coordination systems; and collaborates with agency and school administrators to provide comprehensive school and community-based services for youth and families.

6. Provides supervision and training to others regarding clinical and systemic strategies for working with clients and systems in a culturally relevant manner.

7. Provides effective, high quality training in order to enhance effectiveness in areas such as implementation of effective behavioral supports and interventions, positive school or YF Center climate strategies, Restorative Justice practices, cultural responsiveness, therapeutic practices, youth development, and family engagement.

8. Actively supports and promotes the vision, mission, and guiding principles of the CHSC among staff and partners; contributes to the implementation of CHSC goals and strategies; and ensures that CHSC staff understand, model, and promote the vision of the CHSC.

9. Maintains high staff morale and a strong team climate among staff, as well as encourage positive, supportive relationships between CHSC staff, leadership, community partners, and school and district administrators.

10. Acts as an advocate/liaison between high-risk students, families, and legal guardians, and various community program services.

11. Supports the implementation of crisis intervention and management in schools and school districts; and direct staff as needed to support school or district behavioral health crises, including triage, psychological first aid, and follow-up with students, parents, and school staff. 

12. Publicly represents the work of the CHSC including remaining well-informed of CHSC initiatives; positively representing CHSC and its mission in regional meetings, trainings, and other activities involving CHSC partners and the public; and attending meetings or other events designed to strengthen partnerships that will benefit youth, families and schools in the districts and communities where CHSC staff and interns are placed.

13. Actively participates in program evaluation by monitoring staff and reviewing all requested data in a thorough, accurate and timely manner. Data includes both qualitative and quantitative information.

14. Maintains records and prepares summary reports regarding screening, intervention, and evaluation; ensures that clinical charts and work records are consistent with program evaluation requirements and accurately and timely completes and submits the Medi-Cal Administrative Activities (MAA) forms.

15. Enforces all legal mandates for reporting suspicion of physical and sexual abuse, danger to self or others, or other legally required exceptions to confidentiality.

16. May be assigned to participate as a member of a County or District Emergency Response Team.

17. May be required to do third-party insurance billing as program needs necessitate.

MINIMUM QUALIFICATIONS

Education:

Possession of a Master’s degree from an accredited college or university in social work, marriage and family therapy, clinical or educational psychology or in a closely related field. Completion of all field work and continuing education units required to meet the minimum standards for clinical supervision as defined by the Board of Behavioral Sciences.

Either I

Experience:

The equivalent of two years of full-time satisfactory experience in the Senior Clinical Case Manager, CHSC classification in the Alameda County classified service. (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.) 

Or II

Experience:

The equivalent of three years of post Masters’ experience in the clinical supervision and management of program services and staff involving full-time case management working with youth (5-24 years of age) and families in a school or community setting that serves children, youth, and families and are linked to educational outcomes.

AND

License/Certification:

Possession of a Marriage and Family Therapy, Clinical Social Work or Clinical Psychology license from the applicable licensing authority: California Board of Behavioral Sciences or California Board of Psychology is required.

Possession of a Certification of Pupil Personnel Services Credential (PPSC) is desirable but not required.

Possession of a valid California Motor Vehicle Operator’s license is required.

• Demonstrate strong team development and leadership skills specifically productivity and positivity competencies of high functioning effective teams; and is able to actively and consistently demonstrate competency in these skills as a member of a variety of teams including inter-agency teams, and CHSC staff team.
• Work collaboratively with multi-disciplinary teams, community resources and organizations.
• Ensure that staff uses culturally relevant outreach and intervention strategies that promote positive relationships between schools, youth and families.
• Determine mandated parental consent requirements for the treatment of minors.
• Understand and coach staff in the complexities of school-based behavioral health work, the Alameda County School-Based Behavioral Health Framework, the CHSC program model, and other frameworks adopted by the CHSC.
• Support CCMs work in diverse community settings with families from diverse cultural, ethnic, linguistic and economic backgrounds.
• Manage multiple and changing priorities.
• Interpret, explain and apply relevant regulations, policies and procedures.
• Communicate effectively, orally and in writing.
• Prepare clear, accurate and effective reports, correspondence and other written materials.
