Under general direction of the Children and Youth Director, provides leadership in developing, planning, organizing and directing the activities associated with the Center for Healthy Schools and Communities (CHSC) within the Health Care Services Agency (HCSA). This work includes oversight of one or more of the main components of the Center’s work: (1) School-Based Health Centers, (2) School-Based Behavioral Health Initiatives, (3) Youth and Family Opportunity Programs, and (4) Healthy Schools and Communities Initiatives that provide school-based and school-linked health programs to students and their families throughout the 18 school districts in Alameda County; and performs related work as required. NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Supervises and directs, through subordinate supervisory and professional staff, all CHSC staff and consultants, including oversight and review of scope of work deliverables, conducting employee performance reviews; initiating disciplinary action and resolving grievances when appropriate. 2. Provides overall administrative oversight for one or more of the following programs of the CHSC: (1)School-Based Health Centers, (2) School-based Behavioral Health Initiatives, (3) Youth and Family Opportunity Programs, and (4) Healthy Schools and Communities Initiatives within Health Care Services Agency including budget development and administration and the coordination of fiscal, personnel and contract activities. 3. Oversees the planning, coordination, and facilitation of CHSC programs; and develops and implements program policies and procedures for staff and collaborative partners. 4. Demonstrates leadership by facilitating effective cross sector partnerships; advocating for positive changes in policies and practices that impact youth health and wellbeing; and holding staff and contractors accountable for performance and results adopted by the CHSC. 5. Participates actively in fund development for CHSC to support expansion of direct services and strategic efforts and improve the health care safety net for children, youth and their families (e.g.: prepare grant applications, sponsor convening’s with funders and policymakers; lead efforts to enhance revenue reimbursement by increasing CHSC financial viability, third party billing, and staffing capacity). 6. Engages in performance driven activities to ensure results and metrics are achieved, and directs the development and management of program evaluation tools and products including data collection and both qualitative and quantitative measurements of population, program and client level successes and challenges. 7. Ensures effective and consistent communication with Board of Supervisor’s designees, school district staff and administration, county departments and administration, and community based direct service partnerships in an effort to build and sustain partner relationships. 8. Conducts formal performance evaluation of staff using the criteria-based performance evaluation documents in accordance with County, Agency and, if applicable, departmental policies and procedures. 9. Oversees the development of the program marketing and outreach campaigns in preparation for expansion to other high need communities in Alameda County; and develops and implements public relations and fund development activities 10. Develops and maintains annual program budget including regular reconciliation of actual expenses with projected expenses and revenues. 11. Ensures program compliance with County, State and Federal guidelines and with scope of work deliverables from philanthropic funding contract provisions and regulations; ensures the maintenance of accurate records and files. 12. Prepares a variety of correspondence, narrative and statistical reports, information for the CHSC, Director of HCSA and Board of Supervisors, program documentation, policies, procedures and other written materials. 13. Facilitates cross-systems planning to strengthen coordination, integration and linkage of health, social services, probation, schools and other agencies serving youth 5-24 years old that leads to improvement in youth health and wellness and creation of comprehensive and seamless youth health care programming based on best practice models, including negotiation of multi-year master agreements between school districts and county agencies. 14. Conducts needs assessment and other data analysis to develop the CHSC’s program goals, objectives and action plans; create annual reports and other white papers to promote health and wellness. 15. Serves on a variety of committees and task forces; attends meetings and makes presentations as required. |
