DESCRIPTION

Under general direction, to plan, develop, organize, and direct the activities and staff of the Children & Youth Services Initiatives of the Health Care Services Agency; and to do related work as required.
DISTINGUISHING FEATURES
This position serves as the lead for major children and youth initiatives for the Health Care Services Agency (HCSA) and its departments, and serves as primary liaison with other County agencies, cities, Local Education Agencies (LEAs), and community-based children’s service providers and advocacy groups. The position is responsible for engaging stakeholders to: improve cross-system coordination, integration and linkage within and between children and youth initiatives; and strategically redirect existing resources and maximize investments to improve health, wellness, education, community safety, and economic development outcomes. This position will coordinate professional resources to provide stakeholder training, consultation and technical assistance as needed in planning, data analysis and policy development. The incumbent provides staff support to a number of groups.
This position is distinguished from the School Health Services Administrator in that the latter has oversight of specific programs and system-wide planning, administrative and policy development responsibilities for the children and youth service delivery in Alameda County. This position reports to and serves under the direction of the Agency Director and supervises and trains program staff for major initiatives.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Plans, organizes, and directs, through subordinate supervisory and administrative staff, Center for Health Schools and Communities (CHSC) program areas, such as School Health Center, School Health Initiatives, REACH Ashland Youth Center, Youth Uprising Center, and Court Appointed Special Advocates (CASA).
- Directs the budgetary and fiscal control over CHSC program areas including cost center, Measure A allocations, Tobacco Master Settlement Funds, and Medi-Cal Administrative Activities and Trust Accounts.
- Assists agency leadership in steering and implementing initiatives, programs and activities that improve the health of children and youth throughout Alameda County.
- Works with committees to assess needs, gaps in services, and problems in access to services. Obtains, compiles, and analyzes data necessary for planning, including data on service utilization, high cost service users, families on caseloads of two or more case management providers, other service overlaps between providers.
- Conducts policy analysis and develops policy recommendations.
- Works with senior leadership and programs across the agency to increase integration, coordination and alignment among health, social services, probation, schools, and other agencies providing services to children and their families.
- Plans, establishes, and maintains programs for ongoing outreach to link students and their families with school-based and school-linked Medi-Cal services.
- Provides staff support to various children and youth service planning and policy groups; staff support will include recruiting new participants, arranging and facilitating meetings, developing mailing lists, drafting status/progress reports; producing meeting notes, and overseeing material distributions.
- Develops/maintains arrangements for coordination and linkages between medical, dental, mental health, and alcohol and drug services providers to schools and other children’s service providers, and to providers.
- Develops, sponsors, and provides training for County, community-based, and school based providers, focusing on planning for accountability and outcomes for families.
- Provides policy analysis and planning to help maximize the use of eligible Medi-Cal services and support Social Services efforts to keep Foster Care children at home as an alternative to placement in high cost residential facilities.
- Prepares periodic reports to the Board of Supervisors on activities to expand and integrate Health-related services for the County’s children.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years full-time experience in the class of School Health Services Administrator or in an equivalent or higher level class in the Alameda County classified Service.
OR II
Education:
Possession of a Master’s Degree from an accredited college or university in business administration, health care administration, public health administration or related field.
AND
Experience:
The equivalent of three (3) years full-time progressively responsible experience in a public or private health care or children’s organization, which must have included responsibility for budget, planning, developing, and managing Children and Youth collaborative initiatives.
License:
Possession of a valid California Motor Vehicle Operator’s License.
