DESCRIPTION
Under general supervision, incumbents are responsible for the licensing and evaluation of foster care facilities ensuring licensed facilities provide care and supervision that meet established standards for the health and safety of those individuals served; and performs other duties as required.

DISTINGUISHING FEATURES

The class of Licensing Evaluator is distinguished from the next higher one of Licensing Evaluator Supervisor in that the latter class is a first-line supervisor, while the former class is the journey-level worker performing the licensing and evaluation of foster care facilities. This class is also distinguished from the class of Child Welfare Worker in that while the former class is responsible for ensuring that licensed facilities meet established standards for the health and safety of the children residing therein, the latter class has the final authority regarding the placement of the children being served, being the caseworker for the children in the foster care program.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Reviews, analyzes and evaluates the financial, administrative and program components of applications for licensure; evaluates facility for safety, health, fire and building codes and regulations; recommends approval and denial of licenses.

2. Makes initial and annual on-site visits to monitor and evaluate licensed facilities, ensuring regulatory compliance for issuance of license; investigates complaints, gathers evidence and documents findings; develops plan and timeline for corrections; communicates findings to complainants; conducts follow-up visits to ensure correction; recommends legal/administrative actions to be taken against facilities found to be in noncompliance.

3. Reviews plans of construction or remodeling, ensuring facility will meet licensing standards; consults local building codes , planning commissions and fire departments for appropriate regulations and enforcement as necessary; analyzes and makes recommendations for exceptions and waivers of regulations; may act as team leader in training, orientations or investigations.

4. Consults with and prepares documents and reports for legal staff and Community Care Licensing Division of the Stare of California when action is pending against facility; may testify at hearings or in court; enters each case and updates into appropriate computer systems.

5. Provides ongoing technical assistance, counseling, training and orientation to licensees, local governmental agencies, private and public agencies, and other County and State agencies; coordinates with appropriate local agencies, other workers, and officials to monitor the functioning of foster care facilities ensuring compliance with all applicable statues and regulations; participates in work groups for program development and changes in policies and procedures; represents agency in community service organizations and programs supporting the foster parents and children in care.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of one year of full-time experience in the class of Eligibility Technician III, or an equivalent or higher level class, in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) that provided knowledge and abilities listed below.

Or II

The equivalent of two years of full-time experience involving analytical, evaluative or enforcement duties for a social service program for children in need of care and supervision as provided in community care facilities.

Or III

The equivalent of one year of full-time experience involving analytical, evaluative or enforcement duties for a social service program for children in need of care and supervision as provided in community care facilities,

And

Education:

Possession of a bachelor’s degree from an accredited university with a major in human services, behavioral sciences, social work, counseling or other related field.

License:

Possession of a valid California Motor Vehicle Operator’s license is required.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
