DESCRIPTION

Under direction, supervises a group of Licensing Evaluators involved in the inspection, evaluation and licensing of foster care facilities, ensuring such facilities meet established standards for the health and safety of those individuals being served; and other duties as required.
DISTINGUISHING FEATURES The class of Licensing Evaluator Supervisor is distinguished from the next lower one of Licensing Evaluator in that the former class is a first-line supervisor while the latter class is the journey-level worker performing the licensing and evaluation of foster care facilities. |
EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Supervises, plans, organizes, evaluates and directs the work and staff of the section which is responsible for conducting on-site inspections of foster care facilities to determine eligibility for licensing and renewal of licenses; reviews and approves work to ensure uniformity and conformity with policies and procedures; provides consultation and direction to staff; conducts quality assurance reviews of work of Licensing Evaluators. 2. Reviews complaints regarding licensed facilities and analyzes problems arising out of operation of foster care homes; ensures that all appropriate personnel and agencies are notified of the complaint allegations; reviews statement of findings from investigation and approves recommendations in plan of correction, or if complaint is unfounded/unsubstantiated, forwards Statement of Findings to State; testifies at hearing in most serious cases; recommends revocation of license for facilities found to be continually in non-compliance. 3. Instructs new Child Welfare Workers on licensing policies and procedures; informs staff of changes in policies and procedures; interprets provisions of Health and Safety Codes; contacts various Building Inspection Units to determine local zoning regulations and building codes to ensure that licensed facilities are conforming or if proposed construction/remodeling meets codes. 4. Ensures that all cases are entered and maintained in appropriate computer systems; leads special projects or study teams as assigned; reviews and prepares statistical reports relating to caseload and productivity; attends various meetings representing the program and agency |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of one year of full-time experience as a Licensing Evaluator in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of two years’ full-time experience as an Eligibility Technician III, or an equivalent or higher level classification, in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) that provided the knowledge and abilities listed below. Or III The equivalent of three years of full-time experience involving the analytical, evaluative or enforcement duties for a social service program for children in need of care and supervision as provided in community care facilities. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
