DESCRIPTION

Under direction, to supervise a unit of Appeals Officers engaged in researching, preparing, and presenting the Social Services Agency’s case in the State Department of Social Service fair hearing appeals; and to do related work as required.
DISTINGUISHING FEATURES Supervising Appeals Officers are first-line supervisors in the Appeals Unit of the Social Services Agency. They report to a Social Services Program Manager who is responsible for the Appeals and Special Investigation Units in the Social Services Agency, where they typically supervise units of up to eight Appeals Officers and/or Eligibility Technician III’s performing compliance work on fair hearing decisions. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Assigns preliminary case backgrounds investigations to Appeals Officers in the unit; reviews Appeals Officers determination of basis for clients' appeal; i.e., whether the client is appealing a point of law or a point of fact; ensures that the Appeals Officer advises the appellant's Eligibility Technician of the status of the appeal and any affects on his/her grant pending resolution of the appeal. 2. Reviews the decisions and case preparations of Appeals Officers to ensure conformity with County and State policy and procedure; observes and evaluates the presentations of the County's cases by Appeals Officers in fair hearings. 3. Confers with the Social Services Program Manager on policy and personnel matters; prepares periodic personnel evaluation reports for employees under his/her supervision. 4. Conduct hearings on General Assistance appeals; determines appropriateness of County actions according to the General Assistance Ordinance; writes decisions on the issue. |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of two years full-time experience as an Appeals Officer in the Alameda County Social Services Agency Welfare Fraud Division. Or II Education: Possession of a bachelor's degree in Social Science from an accredited college or university. And Experience: The equivalent of three years of full-time experience representing a recognized public service agency in fair hearing appeals by welfare recipients; or similar experience which involved administrative, legal, or quasi-legal research and analysis, writing reports, opinions, recommendations or similar instruction; and presentation of arguments before a hearing officer. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Current Federal, State, and local rules and regulations. • Appeals procedures and policies common to public assistance agencies. • Provisions of the California Welfare and Institutions Code, the Social Security Act, and other pertinent legislation in the field of public welfare, and the principles of supervision and training. Abilities: • Planning, organizing and directing the work of others. • Establishing and maintaining cooperative working relationships with others. • Readily reading and understanding material delivered in written and verbal form. • Compiling statistical reports. • Writing in a clear and logical manner. • Negotiating diplomatically. |
