DESCRIPTION
|
Under general direction, to plan, organize and manage the work of a major functional program of the Social Services Agency, responsible for prevention, detection and investigation of welfare fraud; consult with and advise top-level management on problems relating to welfare fraud; oversees the planning, modification and implementation of information systems, through subordinate personnel; represents the Agency in matters relating to program operations; and to do related work as required.
DISTINGUISHING FEATURES This single-position class is assigned responsibility for the administration of a major program with agency-wide functions and reports to an agency executive manager. The class is distinguished from the class of Supervising Welfare Investigator by the greater extent and complexity of administrative responsibility and flexibility, requiring judgment in decision-making. |
EXAMPLES OF DUTIES

Consults with top administration regarding program policy, public relations, personnel matters, program needs and the utilization of community resources. 3. Oversees the evaluation, planning, organization, design, modification and implementation of existing and new information systems to ensure that program regulations are implemented and procedures are developed and meet functional requirements for end-users. 4. May represent Agency and Director to Board of Supervisors and County Administrator's Office on relevant matters. 5. Maintains liaison with law enforcement agencies, the District Attorney's Office, other County departments, other Counties, Federal and State agencies. 6. Provides general direction to subordinate supervisors in specific program functions such as development and operation of the Income and Eligibility Verification System (IEVS); fraud prevention, detection, investigation and referral for prosecution of defrauders of assistance programs. 7. Reviews and participates in the selection, assignment, training and evaluation of staff; takes and recommends disciplinary action; approves and schedules vacation and overtime work. 8. Directs the business and financial affairs of the division, including preparation of budget estimates, estimated personnel needs, requisitioning of supplies and equipment and the maintenance of required records and statistics. |
