DESCRIPTION
|
Under supervision, to provide assistance to Social Services Agency clients and other participants in finding employment; to contact employers and community organizations to determine availability of employment; and to perform related duties as required.
DISTINGUISHING FEATURES Job Developers are assigned to the Social Services Agency where they provide services to clients and participants seeking employment. This class is distinguished from the classes of Career Development Specialist I and Vocational Services Specialist II in that the majority of duties assigned involve contact with employers and other community organizations to determine potential employment opportunities; whereas Career Development Specialist I’s identify training/employment needs and negotiate and monitor contracts with agencies, employers, and training providers, and Vocational Services Specialist II’s refer applicants to jobs, classes, training, or work projects. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Contacts employers, government agencies, employment agencies and civic groups to discuss availability of job openings. 2. Works with Agency staff, the Employment Development Department, and other organizations to match participants and available jobs. 3. Provides job search counseling and activities, testing, interviewing of participants, and inputting of information on a computer. 4. Collects information and completes employment services reporting forms. 5. Negotiates, administers, and monitors contracts with employment services programs, training and service providers and employers in accordance with Federal, State and County regulations and procedures. 6. Prepares special reports and/or projects as assigned by the supervisor. 7. When requested, attends meetings, training seminars, and employment services-related conferences. 8. Develops reports and monitors contracts, using computerized information systems and field-developed information. 9. Attends meetings and performs community liaison work in attempting to support and coordinate delivery of human services in areas served in Alameda County. 10. Assists in the employment services planning process to determine participants’ needs and establish placement and job-related services to meet overall Agency goals and the funding of social services programs. 11. Develops work site or classroom training or education programs to assist participants in job retention and skills upgrading. |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of one year of full-time experience as a GAIN Employment Counselor, or an equivalent or higher level employment classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II Experience: The equivalent of three years’ full-time experience as an Eligibility Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or III Education: The equivalent of two years’ course work in Public Administration, Business Administration, Employment/Vocational Studies, Human Service Planning, Social Science, or related field. And Experience: The equivalent of one year of recent full-time paid professional experience in the implementation, planning, monitoring and administration of human service programs, which included job development. Two additional years of this same type of experience may be substituted for the education requirements. License: Possession of a valid California Motor Vehicle Operator's license is required. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
