DESCRIPTION
|
Under supervision, identifies the job training and employment needs of individuals and groups of individuals, provides direct services to clients who are preparing for or seeking employment; makes appropriate referrals to employment and training programs; provides technical assistance to designated contractors in the areas of, career development, job development, and workforce preparation; participates in contract negotiation and monitoring; performs related duties as required.
DISTINGUISHING FEATURES Career Development Specialist I’s are located in the Social Services Agency, Workforce and Benefits Administration. They provide services in the County-administered employment and training programs. This level is distinguished from the higher classification of Career Development Specialist II in that the former is not assigned supervisory responsibility, whereas incumbents in the latter classification are assigned such responsibilities. |
EXAMPLES OF DUTIES

1. Assists participants to access vocational training and job placement programs. 2. Provides employment preparation services which include assessment, vocational counseling, supportive services, case management, labor market information, around sectors workshops, job search, and job development activities. 3. Develops on-the-job-training or community services sites, conducts contract negotiations for placement of program participants in vocational training, remedial training, job placement and related programs; provides technical assistance to contractors in the areas of job development, vocational training, placement and related activities. 4. Participates in rapid response services with employers. Identifies needs for workers impacted by mass layoffs, plant closures and base closures. 5. Monitors and reviews performance and compliance of employers and training vendors and makes necessary corrective recommendations. Follows up on actions taken. 6. Assures compliance with established procedures, State, Federal and County regulations and guidelines; on-site monitoring of contracts, performance, timesheets, attendance logs and invoices. 7. Identifies and evaluates employment, vocational training and educational programs designed to meet the employment and training needs of program participants. 8. Works collaboratively with employers, EDD, East Bay Works One-Stop operators and partners, educational institutions, program providers and prospective contractors to identify employment and training opportunities for program participants. 9. Prepares reports regarding program activities; represents the SSA – before employers, civic and community groups. 10. Prepares reports regarding program participants and tracks and maintains accurate participant records, including individual financial records. 11. Secures financial information and employment data from contracted training providers, employers and participants. 12. Efficiently uses modern electronic mail, CalWIN, State reporting systems, , the Internet, Windows, Word, Excel, and other computerized software systems for employment programs. 13. Other duties as assigned within the nature of the classification. |
