DESCRIPTION

Under general direction, to perform training and staff development activities and to contribute to the design, development, and delivery of classroom, hybrid, and web-based professional development programs in all training areas; to assess training needs, develop programs, and evaluate their effectiveness; and to perform related duties as required.

DISTINGUISHING FEATURES

The positions of E-Studio Instructional Design Trainer are found in the Social Services Agency and in the Department of Child Support Services (DCSS). This classification is distinguished from the Staff Development Specialist in that an E-Studio Trainer utilizes proficiency with various eLearning tools and requires knowledge of responsive design and advanced actions, audio-editing programs, Learning Management Systems, storyboarding, media file and folder organization, network attached storage utilization, graphic design software application, video editing, (production and post-production), web development, photography and associated cloud appliances.  

The E-Studio Trainer designs engaging eLearning projects which include interactive courses, videos, standalone interactions and utilizes audio and video programs, facilitator guides, and learning guides; and work with business partners and subject matter experts to identify and confirm learning objectives.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Train and facilitate classes for a variety of content areas in order to meet department goals/objectives; coach, teach job tasks, promote good performance levels; and enhance skills and abilities for career development opportunities.
  2. Conduct in person and distance-learning in the areas of public education and training to community-based organizations, public agencies, and other service providers.   
  3. Consult with top- and mid-level agency managers on various components of Staff Development programs. 
  4. Facilitate annual training needs assessment process and analyze training needs on an ongoing basis.
  5. Determine appropriate teaching methods and procedures, including use of audio-visual equipment, e-learning and automation technology.  
  6. Plan, develop and coordinate training sessions describing agency/department programs, goals, eligibility for services, limitations, and client rights and responsibilities.  
  7. Design lesson plans, including organization and sequencing of content; develop audio-visual supports; develop and publish handouts.  
  8. Maintain accurate records for auditing purposes.  May develop information needed for reports to other governmental agencies, community organizations or Agency management by assignment from the Staff Development Supervisor.  
  9. Understand and develop simultaneous lab scenarios and exercises and e-learning modules.  
  10. Research and learn new theories, tools, and trends in the field of staff development and instructional technology.  
  11. Complete special assignments and work on department committees; coordinate with divisions within the department and with outside agencies.  
  12. Provide guidance and support to assist with professional development and to interpret departmental policies, procedures, and practices.  
  13. Develop special reference materials in coordination with program staff, business partners and subject matter experts.
  14. Evaluate training programs to determine the effectiveness of the training provided, how effectiveness may be increased, and determine additional training needs.
  15. Ensure all training programs confirm to Federal ,State, and local regulations and laws.  
  16. Utilize graphic design, video, micro-learning, responsive design, gamifications, simulations, and animation and motion graphics to create online learning modules.  
  17. Employ various eLearning software tools, audio editing programs and Learning Management Systems.  
  18. Create new online eLearning and learning assets including courses, standalone interactions, audio and video programs, facilitator guides, and learner guides.  
  19. Design various forms of media such as videos, websites, animation, simulation, interactive web modules, and informational/instructional videos including using motion graphics, augmented and virtual reality.  
  20. Maintain current working knowledge of all video/audio/graphics software operations and capabilities.  
  21. Collecting appropriate B-roll footage in the field for various video projects and courses.  
  22. High proficiency in designer software suites such as, Adobe Creative Suite; which includes Premier and After Effects.

MINIMUM QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and skills is qualifying.  A typical way to obtain knowledge and abilities would be:  

Education:  

Graduation from an accredited college or university with a bachelor’s degree in instructional design, education, educational technology, curriculum development, web design, computer science, business administration, public administration, or a related field or professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.  

Experience:  

Two (2) years of professional experience in instructional design, curriculum development, or training experience focused on eLearning or multi-media development with a cloud-based Learning Management System.  

Special Requirements for positions located in the DCSS:

A thorough pre-employment background investigation, including fingerprinting, will be conducted of all candidates who have accepted a conditional offer of employment to ensure suitability for child support related work.
