DESCRIPTION
Under general direction, to supervise and direct various management activities and line program operations of the Social Services Agency (SSA); to assist the SSA Program Development Administrator, Assistant Agency Director, and/or designee in the formulation and implementation of programs, policies, and procedures; and to perform related duties as required.

DISTINGUISHING FEATURES

This supervisory/management single-position classification is located in the Social Services Agency and reports directly to the SSA Program Development Administrator.  The incumbent directs agency-wide activities and functions and has significant responsibilities and input into the development of agency programs, policies, operations, and procedures through subordinate employees. This class is distinguished from the SSA Program Development Administrator in that the latter has overall complete work unit responsibility while the SSA Program Development Manager is responsible for providing day-to-day supervisorial support to the work unit.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Researches, develops, recommends, and executes creative strategies to foster agency policies that reinforce diversity, equity, inclusion, and belonging (DEIB) in the workplace. Reviews current practices and policies, assessing and analyzing the extent to which they support or hinder the SSA DEIB goals.
  2. Writes procedures; performs supervisory activities, including assigning and receiving work and establishing priorities, evaluating performance, scheduling, recommending disciplinary action, and the selection and training of personnel; performs administrative tasks, budget estimates, and similar tasks related to program operations.
  3. Collaborates with team members and stakeholders to understand or identify countywide issues and program goals, obtains prioritized deliverables and discusses program impact. Prioritizes program goals, understands, and translates other stakeholders’ needs into program goals, prioritizes deliverables with minimal assistance, and contributes to decisions on prioritizing goals and deliverables.
  4. Provides clear direction and leads implementation of best practices, guidelines, and tools for quality activities, including implementing key metrics pertaining to a program, monitors potential metric deviations, and defines corrective actions for critical deviations. Partners with stakeholders to understand agency data quality needs, define key metrics for agency-wide data quality, and lead cross-functional data quality improvement projects.
  5. Prepares a variety of narrative reports and recommendations, including Board letters, responses to other agencies, and correspondence to community agencies; represents the agency at policy-setting meetings, conferences, and public hearings; provides information to the media and maintains appropriate public relations; represents the agency with State and Federal officials.
  6. Directs and manages staff and personally performs special projects related to program issues or system problems; directs pilot studies and experiments with new methods and procedures; monitors data collection activities; makes recommendations to the Agency Director, Assistant Agency Director(s), and/or designee regarding modifications of existing functions, organizations, or procedures to increase production, minimize costs or errors, or maximize funding/claiming amounts.
  7. May act in the absence of the SSA Program Development Administrator in managing and guiding the work of the unit on an as-needed basis.
  8. May perform other duties as assigned in support of the work unit’s overall duties and responsibilities. 

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s Degree from an accredited college or university in Public Administration, Human Services, Business Administration, Public Policy, or a related field.

AND
Experience:

The equivalent of three (3) years of increasingly responsible full-time experience in a public or private organization performing professional administrative or fiscal duties such as program development, program financial analysis, and management analysis that included organizational, procedural, and fiscal studies requiring the preparation of reports and recommendations comparable to the Supervising Administrative Specialist, Supervising Financial Specialist, Program Specialist, Senior Management Analyst or equivalent higher-level classification in the Alameda County classified service.
