DESCRIPTION
|
Under direction, the Social Services Agency (SSA) Program Development Administrator plans, organizes, and administers the planning, community capacity building, and local policy development and socio-economic evaluation, research, and dissemination functions of the Social Services Agency to ensure that programs and policies are accurate, effective, and consistent with the goal of working together to end poverty; and to perform related duties as required.
DISTINGUISHING FEATURES
This single position classification is located in the Alameda County SSA and reports directly to the Assistant Agency Director over Government & Community Relations in Agency Administration. The SSA Program Development Administrator will be responsible for managing and guiding a work unit that will oversee certain programs, policies, and procedures that will emphasize the reduction of poverty within Alameda County. The incumbent in this class will work closely with various agency personnel to determine methods, processes, and programs, that will assist the agency with enhancing effective services. This class is distinguished from Assistant Agency Director in that the latter will have responsibility overseeing multiple management services, and divisions, while the SSA Program Development Administrator will focus solely on a work unit responsible for reducing poverty.

MINIMUM QUALIFICATIONS
|
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
EITHER I
Experience:
The equivalent of two (2) years of full-time experience in the class of the Social Services Program Development Manager in the Alameda County classified service.
OR II
Education:
Possession of a bachelor’s degree from an accredited college or university in Social Welfare, Planning, Public Administration, Public Policy, Health Care Administration, or a closely related field.
AND
Experience:
The equivalent of five (5) years of increasingly responsible, full-time, paid administrative and financial experience in the evaluation of or planning for health care or social services programs, policies, or processes that included social planning or community organization. Two (2) years of the required work experience must include supervising or managing professional and paraprofessional subordinates.
Substitution:
Possession of a master’s degree from an accredited college or university in the fields listed above will substitute for one (1) year of the non-supervisorial required work experience listed in pattern II.
License:
A valid California Motor Vehicle license is required.
