DESCRIPTION

Under general direction, serves as staff to the Board of Supervisors appointed Multicultural/Multilingual Oversight Committee and as the minority recruiter/trainer for the Social Services Agency; provides for diversity training, bilingual/bicultural access; develops and implements the Social Services Agency minority recruitment and training plan, and performs other duties as required.
DISTINGUISHING FEATURES This is a one-position class with reporting relationships for the Multicultural/Multilingual Program to the Social Services Agency Director and for the minority recruitment and training effort to the Social Services Human Resources Director. |
EXAMPLES OF DUTIES

Multicultural/Multilingual Program Coordination: 1. Provides lead or shared responsibilities for County-wide diversity training in conjunction with the County Administrator's Office and the Personnel and Labor Relations Department. 2. Coordinates interdepartmental efforts to increase bilingual/bicultural access, including training, grant research, designation assistance consultation and networking to increase accessibility and cultural competence efforts. 3. Works in conjunction with other County staff in the preparation of annual County-wide recruitment plans to prioritize recruitment efforts intended to effectively eliminate barriers in the provision of County services for ethnically and linguistically diverse persons. 4. Produces newsletter reporting on County-wide multicultural/multilingual programs, and sponsors diversity issues forums. 5. Coordinates Hate Crime Prevention Project with County departments and community organizations. 6. Maintains relationship with other County agencies and departments to initiate multicultural/multilingual projects (e.g., bilingual disaster preparedness materials). Minority Recruiter/Trainer: 1. Develops and implements the Agency minority recruitment and training plan, which can be reviewed for County-wide applicability, including provisions for training staff at line and managerial or supervisory positions to improve retention and performance; coordinates plan development with executive management staff to assure adequate departmental input. 2. Serves as a recruiter and trainer in the Human Resources Department, as part of Human Resources' overall recruitment and training operations, including outreach to minority communities, organizations and individuals to recruit qualified candidates for positions with the Social Services Agency, especially in services under-represented by ethnic and cultural minorities or by bilingual staff. 3. Assists other Human Resources staff in developing, administering and evaluating examinations and in qualifying candidates for positions. 4. Develops and implements an Agency training plan that focuses on inter-ethnic relations, conflict management, and cultural competency, which can be developed into a County-wide model. 5. Assists the Agency's Affirmative Action/Civil Rights Officer in reviewing and developing better procedures and practices to reduce preventable affirmative action and civil rights complaints. 6. Assists and/or advises the Agency's Affirmative Action/Civil Rights Officer in handling special complaints or investigations when indicated. 7. Advises Agency senior managers, the Human Resources Department, and the Agency Director on all matters related to multilingual and multicultural issues and services. 8. Assists in reviewing services to ethnic and cultural minorities and assists where requested in departmental efforts to improve services. |
MINIMUM QUALIFICATIONS
|
The equivalent of two years of experience which involved working with Multicultural/ Multilingual program development and administration on a professional level, preferably in a governmental setting, writing reports and making oral presentations, and making recommendations supported by staff analysis.
