DESCRIPTION
Under general direction, to be responsible for coordinating the housing and community support services in the Social Services Agency; to coordinate the County-wide Homeless Program; and to perform other duties as required.

DISTINGUISHING FEATURES

This is a one-position class in the Social Services Agency serving as coordinator of Community Services in the Department of Employment and Community Services. In addition, the incumbent also serves as the County Homeless Coordinator, reporting to the Social Services Agency Director for the County-wide homeless issues.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

Social Services Agency (SSA):

1. Coordinates the Agency's housing and community-support services, including the following services:
a. Emergency food and shelter services.
b. Low-income and transitional housing services.
c. Homeless vouchers.
d. Winter relief program.

2. Collaborates with other county departments and community-based organizations in developing neighborhood-based community support systems for the poor and indigent.

3. Acts as advocate for housing and homeless programs, and community support funding.

4. Implements the housing and community services component for General Assistance and other welfare recipients served by the Social Services Agency Department of Employment and Community Services; assists the Agency in developing resources for serving the poor.

5. Serves as program monitor of the Henry Robinson Multi-Service Center (MSC) and provides consultation and technical assistance as needed to assure the delivery of effective, responsive and accountable services.
a. Responsible for program monitoring; however, the Agency's contract management unit will be responsible for contractual and fiscal compliance issues and reports.
b. Attends MSC-related meetings and serves as the SSA's chief liaison or representative.
c. Serves as a contact with the American Red Cross and works with Agency's Contract Management Unit to coordinate reporting compliance.

6. Attends SSA Executive Staff meetings as needed and participates in the Agency's Senior Management meetings monthly.

7. Performs other duties as may be requested by the Assistant Agency Director or Agency Director.

County Homeless Coordinator:

1. Serves as the County's Homeless Coordinator.
a. Maintains functions and tasks as County Homeless Coordinator.
b. Serves as liaison with cities and community organizations (e.g., service providers, Emergency Services Network, etc.).
c. Serves as liaison with State and Federal authorities regarding county homeless issues and funding.
d. Serves as liaison with the Board of Supervisors, County lobbyists, and County Administrator’s Office on homeless issues.

2. Collaborates on the development of new housing and community support services for poor and indigent clients throughout Alameda County.
a. Coordinates efforts with other County departments (e.g., Planning Department, Health Care Services Agency, etc.).
b. Coordinates the preparation of grant proposals in housing, homeless services.
c. Participates as member of Grants Management Committee as needed or requested.

MINIMUM QUALIFICATIONS
Either I

The equivalent of three years of experience involving working with the Homeless in a professional capacity, which included working with community organizations and government agencies on policy and program issues relative to homeless persons.

Or II

The equivalent of one year of experience in the class of Administrative Services Assistant or equivalent or higher-level class which involved coordinating, planning and developing programs for the homeless.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
