DESCRIPTION
Under general direction, plans, organizes, manages and directs the operation of the Fire Department’s fleet services, which includes the fire apparatus, vehicle and equipment maintenance and repair shop.

DISTINGUISHING FEATURES

The Fire Fleet Services Manager is a single position, non-uniformed class that reports to an Assistant Fire Chief. It is distinguished from the Fire Department Mechanic classification in that it supervises the latter class and has overall responsibility for the management and direction of the apparatus shop and fire apparatus and vehicle fleet.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, directs and coordinates the activities of the fire apparatus preventive maintenance program.

2. Directs and supervises staff and monitors work in progress to adjust work priorities and accommodate problems.
3. Prepares, develops and manages the approval of the divisional budget.

4. Establishes service priorities in accordance with guidelines.
5. Provides technical direction to mechanics and other department personnel, as needed.
6. Determines appropriate training and discipline of subordinate staff.
7. Oversees the design and preparation of specifications for vehicles and equipment.
8. Manages service contract agreements with other agencies and/or repair facilities.
9. Researches new developments in fire apparatus.
10. Prepares written reports and correspondences.
11. May respond to major alarms and repair apparatus in the event of breakdown or malfunction.

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of two years full-time experience in the class of Fire Department Mechanic in the Alameda County Fire Department.

OR II
Education:

Equivalent to the completion of the twelfth grade,

AND
Experience:

The equivalent of four years full-time experience managing a fire apparatus maintenance shop which included at least one year experience in the supervision of subordinate staff.

License:

A valid California Class A driver’s license with the appropriate endorsements. Possession of a State Fire Mechanic certificate, level I and II is desirable, but not required.

Special Requirement:

Possession of own hand tools suitable for work performed. Is subject to emergency call while off duty.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Current methods, tools and equipment used in the maintenance of automobiles and fire apparatus.
• Principles of gas and diesel engines, diagnostic equipment and hydraulics.
• Fire equipment and apparatus.
• Machine shop use, body repair, automotive painting and arc and acetylene welding techniques.
• Basic OSHA safety rules and procedures.
• Principles and practices of supervision and leadership.

Ability to:

• Plan, organize, administer and evaluate the work of staff.
• Provide technical guidance to staff including writing and updating vehicle specifications.
• Plan and make recommendations on shop’s operation and budget.
• Make accurate estimates of repair costs and time.
• Prepare reports.
• Perform moderate to heavy physical labor for extended periods.
• Respond promptly to call-backs.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Maintain accurate record keeping and documentation.
• Communicate effectively both orally and in writing.
• Manage fleet budget.
• Manage billing and inventory control records.
• Maintain and reconcile expense accounts.
• Use computer applications (i.e. MS Word, Excel) related to the work.
