DESCRIPTION

Under general direction, plans, organizes, directs, and supervises the Finance Division of the Administrative Services branch of the Alameda County Fire Department; coordinates activities with other divisions, internal and external customers, auditors, and other stakeholders; performs and reviews advanced level analytical and professional accounting work; manages compliance with applicable laws and regulations regarding financial reporting requirements; and performs other duties as assigned.    

DISTINGUISHING FEATURES  

The incumbent of this one position classification exercises authority for making decisions and implementing programs to ensure the effective provision of financial, and analytical services to the department.  Further, the Financial Services Manager may be responsible for other activities including program planning and evaluation, financial planning and analysis, management analysis, grants management, purchasing, and data processing.  Incumbents report to the Administrative Services Director and may play a role in department policy decisions and act for the department in both administrative and financial matters.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

  1. Oversees and directs through subordinate management, supervisory and professional staff, all financial activities, and services for the department, including annual budgeting, financial reporting, auditing, accounts payable, accounts receivables, payroll, and grants administration.
  2. Assists with developing, monitoring, and analyzing financial activities within specific program areas.
  3. Serves in a consultative role as a technical expert to departmental management on financial and related issues and strategies; implements and facilitates financial policy and programmatic changes as required.
  4. Represents the department and serves as liaison with other departments and agencies in areas of mutual concern; confers with representatives of governmental, business and community organizations and the public.
  5. Manages or supervises the work of financial and support staff, either directly or through subordinate supervision; plans, directs, reviews, and evaluates the work of Finance Division staff; provides for the training of staff in work procedures.
  6. Oversees the financial planning, analysis, recordkeeping, and reporting functions for the department; directs or coordinates external claims reimbursements, financial reporting, and auditing activities.
  7. Interprets and applies a variety of complex policies, rules, and regulations; provides information to employees, other departments and outside organizations which may require tact and judgment.
  8. Prepares a variety of correspondence, narrative and statistical reports, policies, procedures, information for the Board of Supervisors and other written materials; may access varied databases or use information from various sources to prepare such materials.
  9. Operates a variety of standard office equipment including a word processor and/or computer; may drive a department vehicle to attend meetings.

MINIMUM QUALIFICATIONS

Education:  

Equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in Economics, Finance, Accounting, Business or Public Administration, or a field related to the work.   

(Additional professional or administrative or financial services experience may be substituted for the education on a year-for-year basis.)  

Experience:  

The equivalent of four (4) years of full-time management or supervisory experience in financial planning or analysis, budget development and processing, contract negotiations and/or grants management. Experience with financial management operations of a special district is highly desired.  

License:  

This position will require possession of a valid California driver’s license.

  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate orally and in writing.
