DESCRIPTION
Under general direction, documents, coordinates, plans, installs, implements, tests and maintains databases and applications related to the Alameda County Regional Emergency Communication Center (ACRECC) Computer-Aided Dispatch (CAD) system; to perform technical-level work related to creating, maintaining, displaying and upgrading a geographic information system (GIS) used by the CAD system; to utilize these databases and applications for the analysis of spatial and tabular data and for the production of electronic and hard-copy maps; and to perform related work as required at the ACRECC.

DISTINGUISHING FEATURES

This analyst class independently performs the full range of professional level work related to the development and maintenance of the geographic information system for use in ACRECC emergency dispatching and with potential applications for other governmental agencies. Incumbents independently perform GIS work to produce a variety of maps and other processing output such as reports, graphs and charts and resolve complex computer operating system network problems. This class performs spatial analysis, data entry, object manipulation, integration from other platforms and applications, and output production of digital maps for the CAD system and the mobile data computers used in all fire apparatus within the sphere of ACRECC. This position is located in the ACRECC at the Lawrence Livermore National Laboratory which requires DOE security clearance.

1. Use of complex drafting and drawing applications to implement and maintain a comprehensive geographic information system, which includes updating the base map layer, and additional data layers as specified by the ACRECC.

2. Develop software tools to allow routine tasks to be completed more efficiently using macros and other computer languages.

3. Provide consultation and technical support to ACRECC member agencies on map feature detail, installation of map files to the mobile data computers, and assist with development of cartographic products for fire operations and administration.

4. Interacts with other departmental, city and county staff to obtain and share data, to ensure the data and software meets ACRECC standards and are compatible, exchange knowledge and technology, and receive timely updates of new streets, business complexes, and multi-unit housing and other data from multiple sources.

5. Use multiple software applications and platforms to assemble, organize and digitize information into the appropriate GIS database.

6. Develop documentation for all work performed, including the development of quality control procedures.

7. Diagnose software and hardware problems and resolves problems where possible, or works with the vendor to make corrections as necessary.

8. Assist and instruct ACRECC member agency field units, dispatchers and other staff in the use of GIS software and databases.

9. Develop standard reports based on ACRECC member agency input, and provide the reports on a regular basis.

10. Prepares and coordinates GIS consultant contracts: monitors contract work to ensure technical accuracy and compliance with contract agreements.

11. Prepare a variety of correspondence, documentation and other written materials; update procedural manuals as assigned.

12. Prepare the layout and design of a variety of maps and graphics for presentation relating to historical call activity, flood inundation, Wildland interface responses, station coverage, etc.

13. Perform database data entry on a regular basis.

14. Attends and participates in professional and other group meetings and training; stays abreast of new GIS trends and innovation, evaluates alternatives, and makes recommendations to management on the benefits of new products and trends.

MINIMUM QUALIFICATIONS
MINIMUM QUALIFICATIONS

Education:

Graduation from a four-year accredited college or university (120 semester or 180 quarter units), with major coursework in Engineering, Computer Science, Information Systems, Geography, Environmental Studies, or a field related to the work (An Associate's Degree in Engineering, Computer Science, Information Systems, Geography, Environmental Studies, or a field related to the work and two years of geographic information systems experience may substitute for the four-year education requirement).

AND
Experience:

The equivalent of three years of full-time progressively responsible experience in geographic information systems and database management, cartography, mechanical drawing, civil engineering, drafting or related field.

License:

All candidates must possess a valid California State Motor Vehicle Operator's license.

Special Requirements:

Candidates must pass a psychological evaluation, a medical examination and a thorough background evaluation before an offer of employment will be made. A Computer Voice Stress Analyzer examination will also be included in the process to assess candidates' responses in the areas of drug use, driving history, honesty, racial discrimination, and sexual harassment. Any felony conviction will result in disqualification.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

• GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation, and analysis
• Principles and practices of project management, records management, and data collection techniques.

• Database administration principles, methods and techniques, including applicable software such as ArcGIS, GeoMedia Pro, Microstation, AutoCAD, MapInfo, or MapCAD.

• Perform various GIS database administrative functions, including developing standards and methodologies for use of the GIS database.
