Under general direction, to plan, direct, evaluate, manage, and coordinate all activities and operations relating to facilities and fleet division including all vehicles, apparatus, heavy equipment, buildings and facilities, mechanical systems, and property under the control or use of the fire department.
DISTINGUISHING FEATURES The Fire Department General Services Manager is a single position, non-uniformed class that reports to a member of the Executive Management Team. The Fire Department General Services Manager will oversee and direct all aspects of the fleet and apparatus maintenance and replacement program, as well as all aspects of the buildings and grounds maintenance, acquisition, and replacement program. |
EXAMPLES OF DUTIES

1. Plans, assigns, supervises, evaluates and inspects the work of subordinates in the fleet and building division; provides specialized support services such as research and planning activities. 2. Maintains a variety of control records; makes special studies and investigations of operating procedures, methods and problems; supervises the preparation of a variety of work and staff reports. Prepares budgetary proposals, memoranda and correspondence. 3. Participates in the implementation, and/or development and revision of departmental policies and procedures related to the fleet and facilities divisions. 4. Participates in personnel matters such as recommendations for selection, organization, discipline, etc.; plans, develops, implements, and participates in fleet and building division level training including lecturing and informal instruction in specialized subjects. 5. Acts as primary point of contact for outside agencies and organizations that contract with the fire department for maintenance services or provide goods and services related to buildings, grounds, fleet, and apparatus maintenance; ensures contract compliance. 6. Prepares, submits and monitors the fleet and buildings budget. Oversight shall include reporting and monitoring of expenditures, revenues, and year-end projections; develops systems to reduce expenditures while increasing efficiencies and revenues. 7. Reviews and develops policy and develops comprehensive maintenance/repair and replacement programs to ensure the fleet and buildings division is operated and monitored in an effective and efficient manner; ensures that sufficient apparatus and vehicles are in operable condition to ensure that there is no disruption in emergency services and response; ensure all buildings, facilities, and grounds are kept in good repair as to ensure the safety of fire department personnel; monitors and ensures quality control. 8. Receives, or causes to be received, supply requisition requests; order, or causes to be ordered supplies from the County Purchasing Officer and from private suppliers; and maintain, or cause to be maintained, a running inventory of all supplies received. 9. Inspects, or cause to be inspected, department facilities, mechanical systems, subordinate work product, records, apparatus, and staff vehicles; enforces maintenance standards; ensure the follow up on repair orders. 10. Develops plans and works with appropriate agencies to acquire or dispose of real property as required. 11. Assists in preparing the department budget. 12. Mentors subordinate staff. 13. Performs other duties as assigned. |
MINIMUM QUALIFICATIONS

Either I
Education: Possession of a Bachelor's degree in a relevant field from an accredited college or university. And Experience: Two years of full-time (or equivalent part-time hours) management experience performing complex administrative, budgetary and personnel supervision activities, and Two years of full-time (or equivalent part-time hours) management experience operating a complex maintenance shop in the areas of fleet and vehicle maintenance and/or building and facility maintenance or equivalent with a Bachelor’s Degree from a regionally accredited college or university. Or II Experience: Four years of full-time (or equivalent part-time hours) management experience performing complex administrative, budgetary and personnel supervision activities, AND Experience: Four years of full-time (or equivalent part-time hours) management experience operating a complex maintenance shop in the areas of fleet and vehicle maintenance and/or building and facility maintenance or equivalent. Licenses and Certifications: Minimum - Valid Class C California Driver’s License with ability to obtain a Class A or B with various endorsements if requested. Preferred - California State Fire Marshal’s Office – State Fire Mechanic Certificate NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
