DESCRIPTION
Under general direction, the Agricultural and Standards Manager is responsible for planning, directing, supervising and coordinating one or more major programs in the Agriculture/Weights and Measures Department and to perform related duties as required.


DISTINGUISHING FEATURES

Agricultural and Standards Manager is located in the Community Development Agency’s (CDA) Agriculture/Weights and Measures Department which has various locations throughout Alameda County. The Agricultural and Standards Manager reports to the Assistant Deputy Director, CDA or Deputy Director, CDA, in the Agriculture/Weights and Measures Department.

The Agricultural and Standards Manager administers, coordinates, supervises, and implements agriculture and/or weights and measures program activities directly and indirectly through the management of non-licensed technical and/or clerical personnel, and a variety of outside agency, contract, or temporary staff. The Agricultural and Standards Manager is responsible for negotiating and monitoring contracts and budgets. It is distinguished from the Deputy Agricultural Commissioner/Sealer in that the latter supervises licensed professional staff in agriculture and weights and measures programs and is licensed as either a County Deputy Agricultural Commissioner or County Deputy Sealer of Weights and Measures.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plan, develop, organize and coordinate the activities of a major program in the Agriculture/Weights and Measures Department.

2. Create, organize or revise program policies, procedures, and work standards.

3. Select or assist in the selection of a subordinate staff and/or contractors; establish work standards and evaluate the work of subordinate staff and contractors; coordinate the hiring process with Community Development Agency Administration.

4. Supervise staff; assign, review and evaluate personnel; and recommend disciplinary actions.

5. Identify funding sources for departmental programs; compose and/or negotiate contracts for funding.

6. Direct or plan the development of new programs and projects, including operational procedures, evaluation and internal control.

7. Recommend options to facilitate program development within availability budgetary constraints.

8. Prepare and administer budgets for a major program in the Agriculture/Weights and Measures Department; prepare and coordinate budgets and fiscal or contract activities as they relate to overall Department planning and/or evaluation activities.

9. Participate in setting goals and objectives for assigned programs and lead others in this process.

10. Oversee the reporting function for activities with a program, managing staff to ensure that appropriate objectives can be identified and achieved and quality assurance and production goals are met.

11. Represent the Department and serve as liaison with commissions, committees or other government agencies and organizations.


12. Manage data and information systems for program and/or projects administered by the Department.

13. Train and evaluate work in the field and write quality control reports; provide ongoing training program for staff development.

14. Schedule, assign, direct and review the work of Agricultural/Weights and Measures Technicians, Agricultural/Weights and Measures Aides, contract and Temporary Assignment Pool (TAP) employees for completion of work meeting established deadlines.

15. Schedule and coordinate special programs and emergency projects at commercial facilities; implement trapping subsequent to exotic pest finds.

16. Prepare accident and injury reports.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year of full-time experience in the class of Pest Detection Specialist in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of 18 months’ full-time experience in agriculture or agriculture pest detection work of which includes 6 months’ supervisory experience.

License:

Possession of a valid California Motor Vehicle Operator's license.
