DESCRIPTION
Under general direction, to plan, organize and direct the activities of Building Inspectors assigned to inspect all phases of construction or alterations of privately-owned buildings; to perform complex inspections on jobs where difficult problems arise and where complaints regarding inspections have been registered; and to do related work as required.

DISTINGUISHING FEATURES

This position has the primary responsibility to supervise Building Inspector I and Building Inspector II positions. The incumbent in this class is characterized by having program responsibility to establish and maintain building inspection requirements and operational procedures. The position of Supervising Building Inspector is generally responsible for the supervision and work performance of building inspection personnel. The incumbent in the higher class, as required, acts for the Building Official, and should possess the ability to oversee the coordination of work in several areas of the Building Inspection Department.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assigns, supervises and reviews activities of subordinates engaged in enforcing compliance with building, housing, electrical, commercial, and plumbing codes.

2. Sets up inspection procedures, draft inspection report forms, and operational procedures related to code enforcement work.

3. Reviews and interprets building and housing code requirements to subordinates, the general public, engineers and contractors.

4. Receives and resolves complaints regarding inspectors and inspection services.

5. Prepares cases for condemnation or legal action by the District Attorney. Prepares evidence and testifies in court on code violation cases.

6. Supervises training, discipline, work schedules, and related matters; participates in the interviewing and selection of subordinate employees.

7. Makes periodic field inspections to ensure building construction is performed according to code requirements.

8. Reviews, analyzes, and prepares recommendations for additions or amendments to the various codes.

9. Directs the preparation and maintenance of detailed records and reports.

MINIMUM QUALIFICATIONS
Either I

Experience:

The equivalent of two years of experience as a Building Inspector II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of five years’ experience in the construction industry as a journeyman, including four years of recent full-time experience as an inspector in a public building inspection department. At least two years’ experience must have been served in a supervisory capacity.

Or III

The equivalent of six years’ experience as a building or construction inspector for a public agency or department. At least three years’ experience must have been in a supervisory capacity.

Education:

Possession of an associate of arts degree in engineering technology, building inspection or a related field, may be substituted for one year of the nonsupervisory work experience.

License:

Possession of a valid California Motor Vehicle Operator's license.

Knowledge of:

• Building construction methods and techniques and the uses and properties of construction materials and equipment.
• Laws, ordinances and codes pertaining to building construction.
• Principles of supervision.

Ability to:

• Plan, assign, and supervise the activities of subordinate personnel.
• Read and interpret plans, specifications, and codes.
• Analyze complex building construction problems and make sound recommendations and decisions necessary to resolve such problems.
• Deal effectively with contractors, owners and others involved in building construction projects.
• Supervises the preparation and processing of detailed inspection records and reports.
