Under general direction, to assist the County Building Official in planning, organizing, coordinating, and directing the operations of the Building Inspection Division of the Alameda County Public Works Agency; to assist in planning and directing the enforcement of legal provisions governing building activities in Alameda County; to supervise the activities of subordinate inspectional personnel and office employees; and to do related work as required.
DISTINGUISHING FEATURES This is a one-position class. The incumbent assists the Building Official in directing the performance of management and administrative functions of the Building Inspection Division; in developing and interpreting policies and procedures relating to building and construction activities, and in enforcing the building codes. Also assumes the duties of the Building Official in his absence. |
EXAMPLES OF DUTIES

1. Assists in planning, organizing, and directing a comprehensive program of building inspection and enforcement of the provisions of State laws, local codes and ordinances in the unincorporated areas of Alameda County, and in incorporated areas contracting for such services; administers and applies policies relating to the building inspection and enforcement program. 2. Assists in supervising the enforcement of land use codes and ordinances regulating zoning, billboards, quarries and junk yards; assists in determining the need for legal action on the part of the District Attorney; appears as a witness or technical advisor at District Attorney hearings in situations concerning the interpretation, enforcement, and use of codes and ordinances. 3. Performs difficult structural analysis and personally reviews plans for the most complex structures for compliance with the County Building Code; investigates building violations requiring citations or legal complaints, prepares reports for the District Attorney, and acts as complaining witness in court. 4. Makes judgements as to whether structural designs or plans conform to applicable codes. 5. Assists in the supervision of inspectional and office personnel, signs time sheets, and conducts in-house training classes. 6. Confers with architects, engineers, contractors, homeowners and others relative to complicated constructions or building projects; assists in coordinating inspection activities with County and City departments and other agencies; confers and corresponds with other professional personnel in connection with building code interpretation and application. 7. MINIMUM QUALIFICATIONS

Either I
Education: Possession of a bachelor's degree from an accredited college or university in civil engineering or architecture, And Experience: The equivalent of five years of responsible structural engineering experience that included or was supplemented by one year of supervisory or administrative experience in building enforcement. Or II Education: Possession of a bachelor's degree from an accredited college or university in civil engineering or architecture, or closely related field, And Experience: The equivalent of four years of supervisory or administrative experience in building code enforcement. Or III Some acceptable combination of education and appropriate experience. License: Possession of a valid California Motor Vehicle Operator's license. Certificate: Possession of a valid certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers, or a Certificate as an architect issued by the California State Board of Architectural Examiners is desirable. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Ability to: • Assist in planning, organizing, and directing comprehensive building inspection program in a public agency. • Read, interpret and perform complex analyses of plans for major structures. • Formulate and apply uniform policies and standards for the building inspection program. • Evaluate legal violations and take appropriate action. • Speak effectively in public. • Establish public confidence in the building inspection program and maintain cooperative relations with other officials and agencies. |
