DESCRIPTION

Construction Inspectors are hired to perform construction inspections of County building projects; reporting and approving progress payments; enforcing compliance with the appropriate job plans, codes and specifications; and to perform related work as required.

DISTINGUISHING FEATURES

Construction Inspectors are required to inspect a variety of County projects that vary in size, complexity and construction type. Construction Inspectors may also be required to inspect two or more concurrent projects or projects running in sequence. Incumbents in this classification may possess a variety of different specialty skills and these skills will be utilized as directed by the Deputy Director of Construction of the Public Works Agency.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Performs inspections in at least one of the following specialties: General construction, reinforced and/or precast concrete, mechanical, electrical, electronic, mechanical/electrical, structural steel, grading, and heating, ventilation and air conditioning.

2. Ensures that contractor complies with building construction plans and specifications in regard to quantity and quality of materials and workmanship, safety and specialty code requirements.

3. Confers with a variety of contractors, professional and technical agents to resolve problems that may arise during construction.

4. Confers with contractor's field representatives regarding work or materials that deviate from contract plans and specifications.

5. Reviews and prepares a variety of reports and requests such as daily inspection reports, weekly summary reports and monthly reviews progress payment requests.

MINIMUM QUALIFICATIONS

NOTE: The minimum qualifications for this class will vary depending on the specialties being recruited at that time.

General Construction Option

Either I

The equivalent of one year as a Public Works Inspector III or the equivalent of two years as a Public Works Inspector II or Building Inspector I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years of construction inspection experience at the journey level.

Mechanical Option

Either I

The equivalent of one year as a Public Works Inspector III or the equivalent of two years as a Public Works Inspector II or Building Inspector I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years of mechanical construction inspection experience at the journey level.

Or III

The equivalent of two years of mechanical construction inspection experience at the journey level and the equivalent of two years of college-level classes relating to mechanical equipment design and installation.

Or IV

The equivalent of four years of mechanical equipment installation experience with emphasis on heavy engineering and/or commercial installation.

Electrical Option

Either I

The equivalent of one year as a Public Works Inspector III or the equivalent of two years as a Public Works Inspector II or Building Inspector I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years of electrical construction inspection experience at the journey level.

Or III

The equivalent of two years of electrical construction inspection experience at the journey level and the equivalent of two years of college-level classes relating to electrical equipment design and installation.

Or IV

The equivalent of four years of electrical equipment and wiring installation experience with emphasis on industrial and/or commercial installations.

Electronic Option

Either I

The equivalent of four years of electronic system inspection experience which relates to building systems, communications systems, alarm systems, and manufacturing systems.

Or II

The equivalent of two years of electronic inspection experience at journey level and the equivalent of two years of college-level classroom study in electronic systems that related to large buildings and manufacturing-type electronic systems.

Or III

The equivalent of four years of electronic systems installation experience with emphasis on building maintenance systems and/or major electronic control systems.

Mechanical/Electrical Option

Either I

The equivalent of one year as a Public Works Inspector III or the equivalent of two years as a Public Works Inspector II or Building Inspector I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years of mechanical/electrical equipment inspection experience at the journey level.

Or III

The equivalent of four years of mechanical/electrical equipment installation experience with emphasis on heavy engineering and/or commercial installations.

Structural Steel Option

Either I

The equivalent of one year as a Public Works Inspector III or the equivalent of two years as a Public Works Inspector II or Building Inspector I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years of structural steel inspection work with a certified testing laboratory or equivalent.

Or III

The equivalent of two years as a certified structural welder and the equivalent of two years of structural steel inspection experience.

Grading Option

Either I

The equivalent of one year as a Public Works Inspector III or the equivalent of two years as a Public Works Inspector II or Building Inspector I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of three years of grading inspection experience with a certified testing laboratory.

Heating, Ventilation and Air Conditioning Option

Either I

The equivalent of four years of heating, ventilation and air conditioning equipment inspection experience at the journey level.

Or II

The equivalent of two years of heating, ventilation and air conditioning equipment inspection experience and the equivalent of two years of college-level classes relating to design and installation in these three areas.

Or III

The equivalent of four years of heating, ventilation and air conditioning installation experience with emphasis on heavy engineering and/or commercial installation.

License:

Possession of a valid California Motor Vehicle Operator's license.

Possession of a valid California Inspection license for OSHPD (Office of Statewide Health Planning and Development) is desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Construction practices including: General construction, electrical, electronic structural steel, reinforced or precast concrete, plumbing, mechanical/electrical, site work, grading, utilities, heating, ventilation and air conditioning.
• Uniform Building Code.
• National Electric Code, Plumbing and Mechanical Code.
• Surveying and engineering practices.
• Basic design criteria.
• OSHA regulations.
• Equipment capability as applicable.

Abilities:

• Interpreting and enforcing general and federal contract conditions.
• Interpreting plans and specifications.
• Maintaining accurate records.
• Writing reports.
• Communicating effectively with contractors, contractor's personnel, design architects and engineers, the general public, and other private and public agents.
• Interpreting, coordinating and enforcing a variety of codes, ordinances, and special requirements, detecting substandard materials and workmanship.
• Detecting violations and taking appropriate action.
