DESCRIPTION

Under general supervision, either to act as a first-line supervisor of a subordinate staff of Construction Inspectors and/or contract construction inspectors/material testers and clerks; or, as the single Construction Inspector, to inspect and monitor the largest or most complex types of building projects; and to perform related duties as required.
DISTINGUISHING FEATURES Supervising Construction Inspector differs from the next lower level class of Construction Inspector in that the former's workload normally requires that its incumbents work in a supervisory capacity above journey level and/or super-journey level construction inspectors. Supervising Construction Inspectors work on different projects that vary in size, complexity and construction type. Incumbents are hired for a specific project, and unless otherwise specified, are not scheduled to work beyond the project completion date. Supervising Construction Inspectors may also be hired to inspect two or more concurrent projects or projects running in sequence. The Director of Public Works determines which county capital building projects will utilize a Supervising Construction Inspector. The incumbent is responsible for the work of subordinate Construction Inspectors, contract inspectors/ material testers and assigned clerical staff. In addition, the incumbent is responsible for compliance of the work of contractors and subcontractors to plans, specifications and applicable codes. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Is responsible for overall compliance with the project plans and specifications of the work of the general contractor and all subcontractors. 2. Makes recommendations to Deputy Director, Public Works, Director of Public Works and private architects on resolution of contractor deficiencies and makes recommendations to the Deputy Director, Public Works, on hiring of Construction Inspectors. 3. Reviews a variety of reports and requests such as daily reports, weekly summary reports and monthly progress payment requests. 4. Acts as first-line supervisor to subordinate Construction Inspectors, contract inspectors/ material testers and assigned clerical staff. 5. Reviews and evaluates the work performance of subordinate staff members. 6. Performs the more complex inspections as appropriate. 7. Coordinates inspection activities with a wide variety of professional trades personnel such as contractors, subcontractors, engineers, architects, material testers, etc. 8. May appear in court to function as an expert witness on inspection and inspection-related issues. 9. May perform all or part of the duties normal to Construction Inspector. |
MINIMUM QUALIFICATIONS

NOTE: The minimum qualifications for this class will vary depending on the size of the construction project and the level of inspection expertise required.
Either I The equivalent of one year as a Supervising Public Works Inspector or Supervising Building Inspector in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of five years of construction inspection experience at the journey level and one year of surveying and/or material testing. One year must have been served in a supervisory capacity. License: Possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
