DESCRIPTION

Under direction, the Deputy Agricultural Commissioner/Sealer plans, directs, coordinates and reviews the activities of one or more sections within the Agriculture/Weights and Measures Department and may be called upon to assist in the activities of other sections as needed.
DISTINGUISHING FEATURES The Deputy Agricultural Commissioner/Sealer is located in the Community Development Agency’s (CDA) Agriculture/Weights and Measures Department which has various locations throughout Alameda County. The Deputy Agricultural Commissioner/Sealer is a management position providing direct oversight to one or more of the various agricultural and weights and measures programs. The incumbent has a broad scope of administrative responsibilities as well as extensive experience in all types of inspections and investigations. The Deputy Agricultural Commissioner/Sealer implements department policy and procedures, recommends enforcement actions, supervises primarily licensed professional staff and coordinates cross-program operations within the department. Incumbents work under the direction of, and report to an Assistant Deputy Director, CDA or Deputy Director, CDA in the Agriculture/Weights and Measures Department. |
EXAMPLES OF DUTIES

1. Supervise and coordinate the activities of field staff in various agricultural and weights and measures programs. 2. Provide guidance and training to staff in proper inspection and enforcement of laws and regulations pertaining to agriculture and weights and measures. 3. Assist in the development and implementation of department policies and procedures, budget preparation and operational planning. 4. Prepare correspondence, review and ensure the accuracy of staff daily reports, monthly activity reports to the state and is responsible for record maintenance. 5. Supervise the care and maintenance of department vehicles, equipment and standards. 6. Supervise the investigations of complaints, gathering of evidence and recommend enforcement actions to the Assistant Deputy Director; may advocate over administrative hearings and act as a witness as necessary. 7. May supervise departmental clerical/administrative support. 8. Represent the department at meetings and makes presentations to various stakeholder groups and other governmental organizations. 9. May act on behalf of an Assistant Deputy Director in their absence. |
MINIMUM QUALIFICATIONS

EITHER I
Experience: The equivalent of two years of full-time experience in the class of Agricultural and Standards Investigator III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). OR II Education: A Bachelor’s Degree, or appropriate four-year degree which qualifies the applicant to obtain the required State licensing. AND Experience: The equivalent of four years full-time experience in the enforcement of agricultural laws, in agricultural pest control, or in the production, marketing, or processing of agricultural commodities; or experience in inspection, maintenance, repair or installation of measuring instruments or equipment. This experience must have been at a level comparable to an equivalent class of an Alameda County Agricultural and Standards Investigator III. Special Requirements: Possession of a valid state license as a County Deputy Agricultural Commissioner or County Deputy Sealer of Weights and Measures issued by the California Department of Food and Agriculture. Possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
