DESCRIPTION
DEFINITION

Under general direction of the Assistant Agency Director, Social Services Agency, provides highly responsible and complex administrative and program direction for the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services programs as required by law; performs complex budgetary, fee setting, and financial planning activities; administers substantial trust fund for assets of all conservatees and decedents; provides overall leadership and direction to all subordinate staff; represents the Assistant Agency Director in the service and medical community and with County Counsel, develops and communicates recommendations on a variety of management functions; performs other related duties as required.


DISTINGUISHING FEATURES

This is a single-position class located in Adult and Aging Services in the Social Services Agency. The classification of Director, Division of Adult Protection is distinguished from the classification of Chief Assistant Public Guardian-Conservator in that the former has overall administrative responsibility for all sections of the Public Administrator/Public Guardian-Conservator’s Office and Adult Protective Services while the latter classification is responsible for management of daily operational functions of Adult Protective Services and the Public Guardian-Conservator programs of the Social Services Agency, Department of Adult and Aging Services.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Provides overall leadership, direction, and coordination to subordinate managers, supervisors and staff in carrying out all activities and functions of the Public Administrator/Public Guardian-Conservatorship program and the Adult Protective Services program.

2. Recommends and assists in the implementation of goals and objectives; recommends, develops and implements department policies and procedures to meet legal requirements and county policies for the delivery of services for the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services programs.

3. Evaluates and monitors implementation of the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services policies and procedures on an ongoing basis to achieve desired outcomes and assure service excellence.

4. Manages staff of the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services programs to meet the organization's mission and goals.

5. Serves as the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services programs representative and liaison to communicate, advocate, and negotiate with the service and medical community, other departments, County Counsel, and state or federal representatives.

6. Plans and administers financial and material resources for the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services programs to support program and policy objectives and ensure economy and efficiency of operations.

7. Oversees the design and modifications of the administrative, budgetary, financial, and management information systems and software applications for the Public Administrator/Public Guardian-Conservatorship and Adult Protective Services programs.


MINIMUM QUALIFICATIONS

Either I

The equivalent of two years’ full-time experience as a Chief Assistant Public Guardian-Conservator, or at an equivalent or higher level administrative and/or management classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major course work (45 quarter units or 30 semester units) in business administration/financial management, public administration, social/behavioral science, human services or a field closely related to the work.

And

The equivalent of five years’ full-time increasingly responsible managerial or administrative experience in a public or private conservatorship or adult protective services environment or other related field which must have included the equivalent of one-year full-time experience managing a major support function or program. (A master's degree in Social Work or Public Administration may be substituted for three years of full-time professional level work.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
