DESCRIPTION
Under direction, to provide supervision for a unit of Assistant Public Guardian-Conservators engaged in guardianship and conservatorship investigations. The unit also analyzes and provides for individual treatment, supervision, and placement services for conservatees who are incapable of handling their own affairs, and provide for the well being, personal services, business, and property management services for conservatees. The conservatees may be gravely disabled as a result of a mental disorder or impairment due to chronic alcoholism and/or incapable of handling their own affairs.

DISTINGUISHING FEATURES

The incumbent of this one-position class has responsibility for supervising the next lower class of Assistant Public Guardian-Conservator and clerical staff in the unit. The Supervising Assistant Public Guardian-Conservator reports directly to the Chief Assistant Public Guardian-Conservator and acts as Chief in his/her absence.

Probate Conservatorship/Guardianship

Probate Conservatorship is usually a permanent arrangement. (Probate Guardianship refers only to minors.) Services are provided for persons determined by investigation and court action to be eligible and have a need for these services. Assistant Public Guardian-Conservators are responsible for providing business management and personal services for these wards, as well as conducting the initial investigation of the referral for probate conservatorship.

Lanterman-Petris-Shors (LPS) Conservatorship:

LPS Conservatorship services are provided for persons determined by investigation and court action to be gravely disabled as a result of a mental disorder or impairment due to chronic alcoholism. Assistant Public Guardian-Conservators are responsible for providing business management and personal services for the conservatee. The need for LPS Conservatorship is reviewed by the court annually.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises Assistant Public Guardian-Conservators in their investigations and reviews their written reports regarding financial and mental status of conservatees and their management of property and income of wards.

2. Assigns new cases to Assistant Public Guardian-Conservators and maintains caseload statistics.

3. Trains new Assistant Public Guardian-Conservators.

4. Assumes responsibility for cases in the absence of Assistant Public Guardian-Conservators.

5. Receives telephone calls on existing cases; reviews outgoing correspondence written by the Assistants.

6. Acts in Chief Assistant Public Guardian-Conservator's absence.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year of experience in the class of Assistant Public Guardian-Conservator.

Experience:

Or II

The equivalent of two years of responsible, full-time experience in the trust or probate department of a financial institution.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

Knowledge of:

• Principles, practices, and techniques of casework.
• Investigative techniques and effective interviewing techniques.
• Principles, methods, and techniques of modern organization and supervision.
• Provisions of the California Welfare and Institutions Code, California Probate Code, Social Security Act, Lanterman-Petris-Short Act, and other legislation relating to guardianships or conservatorships.
• Principles and practices of public assistance programs.
• Procedures used in handling trust funds.

Ability to:

• Supervise subordinate personnel.
• Establish and maintain cooperative relationships with the general public.
• Deal effectively with others.
• Write and speak effectively.
