DESCRIPTION
|
Under general direction of the Identification Supervisor, performs print examination and classification of prints and impressions in the Central Identification Bureau. Conducts latent print processing to evaluate, compare, and identify single, multiple, partial, or distorted latent prints; operates the Automated Fingerprint/Biometric Identification System (AFIS/ABIS) and related equipment; completes second verification processing; prepares all related reports and/or exhibits on latent casework for law enforcement agencies and/or courtroom presentation; testifies as a fingerprint expert; and performs related duties as required.
DISTINGUISHING FEATURES
The classification of Senior Latent Fingerprint Examiner is the advanced level of the Latent Fingerprint Examiner classification series in Alameda County Sheriff’s Office. The Senior Latent Fingerprint Examiner is a lead position responsible for the identification, classification, comparison, and processing of latent fingerprints. Incumbents in this classification will possess International Association of Identification (IAI) Latent certification and will perform the most difficult and complex latent examinations; processes and completes the second verification on latent casework and may perform and give lead direction to other Fingerprint/Latent Fingerprint Examiners. Senior Latent Fingerprint Examiner differs from that of the next advanced class of Identification Supervisor in that the latter are responsible for the direct supervision and work assignments of Tenprint and Latent Fingerprint Examiner staff.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Prepares and maintains latent evidence casework reports and records using chain of custody and evidence handling procedures.
- Utilizes the AFIS/ABIS Database, DOB WEB Archive, CRIMS and FBI databases to obtain required supporting documentation for comparison findings.
- Determines primary and extended classifications of all types of latent prints including finger, palm and footprints and other biometric; searches and compares prints to establish possible identity; classifies prints involving the most complicated patterns such as distorted, partial, single, or multiple prints.
- May receive objects of evidence and be required to develop latent fingerprints from these objects through the use of powder, chemical, or special photographic equipment; may be required to take difficult or unusual fingerprints from persons on an as-needed basis.
- Prepares materials for presentation in court based on the case and complexity; testifies as a latent fingerprint expert; prepares narrative reports and correspondence; operates AFIS/ABIS and other related systems and equipment for encoding, searching and comparison of latent print impressions, retrieving related information or documents and filing and retention of latent casework and identification data.
- Adheres to industry standards in periodic assessments and in validating Tenprint and latent fingerprint processing and complies with ongoing local, state and federal essential/mandated training requirements.
- Assists local law enforcement agencies as an advisor and consultant regarding identification problems related to latent prints.
- Assist Fingerprint Examiners and/Latent Examiners by providing technical guidance on CAL-ID identification systems, and/or the ability to answer questions related to the science of fingerprint, identification, verification, friction ridge methodology, and/or provide comparison with fingerprint low-quality images as requested or in need of service.
- Conducts a consensus process that includes Forensic Science groups and friction ridge community for continuous field study, ongoing training, shared opinions, and research results to develop and publish best practices and industry-standard documentation; completes second verification process to support or refute the conclusions of the first examiner in all latent cases or upon the request of an outside latent examiner.
- Under the direction of an Identification Supervisor, may assist with the continued development of the training plan for Tenprint/Latent print identification process.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of three (3) years as a Latent Fingerprint Examiner in the Alameda County classified service which includes 120 hours of approved fingerprint training in the instruction of latent fingerprint processing, casework, or other related studies of which 80 hours must be post-probationary.
OR II
Experience:
The equivalent of four (4) years of increasingly responsible full-time, paid experience in fingerprint classification in a law enforcement agency to include 140 hours of approved, certified fingerprint training in fingerprint classification, identification and comparison completed within the past three (3) years and of which a minimum of 18 months was performed at a level comparable to or higher than that of a Latent Fingerprint Examiner and included full-time latent print work and serving as a qualified fingerprint expert for court testimony.
AND
License/Certificate:
- Must possess valid California Motor Vehicle Operator’s License.
- Must be an active member of the International Association of Identification or the California Division of the International Association of Identification with current Latent Certificate.
Special Requirements:
- Vision: Using both eyes, must have far vision of 20/100 without glasses, correctable to 20/20 with glasses. Must have near vision, as measured by optometric examination, sufficient to perform fingerprint identification, classification, and related duties.
- Must be able to lift and carry 30 pounds.
- Successful completion of a thorough background investigation.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Knowledge of:
- Henry System of Fingerprint classification.
- Working knowledge of fingerprint classification, searching, and filing methods.
- Principles and techniques used in the collection, comparison and classification of fingerprint evidence and similar types of impressions.
- Methods of identification, interpretation and preservation of latent evidence.
- Latent evidence and casework, updates to procedures, documents and best practices including recent developments, literature and studies related to latent identification field.
- Criminal and Courtroom procedures and legal principles.
- Working knowledge of automated fingerprint systems.
- Laws of evidence and chain of custody.
Ability to:
- Perform assigned tasks according to prescribed procedures.
- Establish fingerprint identifications by scientific methods.
- Establish and maintain cooperative relations with representatives of law enforcement agencies.
- Write clear, concise, and complete narrative reports and correspondence.
- Qualify and testify in a court of law.
- Operate AFIS and other related systems equipment related to latent casework and criminal records systems for retrieval and input.
- Provide technical guidance to other Fingerprint/Latent Fingerprint Examiners.
- Communicate effectively, orally and in writing.
