Under direction, the instructors explain and demonstrate the proper techniques of operating emergency vehicles and motorcycles. The instructors coach and evaluate student performance on various exercises both in the classroom and on the driving course as applicable. Instructors are responsible for ensuring the safety of staff and students by being cognizant of possible hazards that may occur during the training session. Additionally, the instructors are required to continually practice proper driving skills to maintain their expertise in the field of Emergency Vehicle Operations.
DISTINGUISHING FEATURES Regional Training Center Instructors, EVOC are located in the Sheriff's Office and assigned to Emergency Vehicle Operations (EVOC), Police and Civilian On/Off Road Motorcycle, and/or Law Enforcement Driving Simulator (LEDS). When assigned to EVOC, the incumbent provides instruction to students attending the various Regional Training Center Programs. The Instructor works independently and ensures that the training format is followed. The Instructor is responsible for maintaining a professional and positive attitude toward the Alameda County Regional Training Center management, staff, and students. This position requires excellent interpersonal skills and the ability to stay focused on the learning domain being presented. Additionally, the Instructor is required to submit comprehensive performance evaluation reports to the EVOC Coordinator. When assigned to Motorcycle Training, the instructor will provide instruction to students attending the various Regional Training Center Motorcycle Training Programs. The Instructor works independently and ensures that the training format is followed. The Instructor is responsible for maintaining a professional and positive attitude toward the Alameda County Regional Training Center management, staff, and students. This position requires excellent interpersonal skills and the ability to stay focused on the training being presented. Additionally, the Instructor is required to submit comprehensive performance evaluation reports to the EVOC Coordinator. When assigned to Law Enforcement Driving Simulator (LEDS), this position reports to the EVOC Coordinator. The Instructor's duties encompass both administrative and instructional responsibilities. The instructor works independently and presents the curriculum based on Peace Officer Standards Training requirements and the training format. The Instructor is required to have a thorough operating knowledge of the driving simulator. Excellent communication skills are critical to the successes of the program. The position is a liaison for the Sheriff's Office with simulator manufactures, allied agency LEDS coordinators / instructors and simulator repair personnel. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
When assigned to Emergency Vehicle Operations Courses: 1. Demonstrate proper operating techniques of an emergency vehicle. 2. Teach, monitor, evaluate, and critique the individual student's performance in all vehicle cone pattern exercises. 3. Maintain necessary equipment related to course presentation. This includes but is not limited to: checking vehicle engine fluid levels, tires for wear and for proper inflation levels, and wheel lug nuts are properly torqued; maintaining an adequate supply of oil, brake fluid, and antifreeze for servicing the training vehicles; ensuring that an adequate number of working two-way radios are retrieved from the office for use in the field during training and ensuring training vehicles are clean. 4. Identify vehicle defects and document required repairs. 5. Make minor repairs and change tires as needed. 6. Deliver faulty training vehicles to the maintenance repair shop as needed. 7. Service vehicle support equipment, including some equipped with small gas engines (air compressor, portable generator). 8. Set up and maintain driving course prior to and at the end of each instruction session. Check the course for hazards, removing those hazards prior to the start of each class. 9. Develop and update the Program's various driving courses to meet current traffic safety trends. 10. Unlock and set up the EVOC classroom and materials; handle presentation as needed in the absence of the Lead Instructor. 11. Attends continuing education classes and maintains any necessary certificates as required by POST and/or Regional Training Center Standards. When assigned to Police and Civilian Motorcycle: 1. Demonstrate proper techniques in negotiating vehicle cone patterns. 2. Teach, monitor, evaluate, and critique the individual student's performance in each exercise. 3. Take students on both on and off-highway rides, which may include, but are not limited to long highway rides, on city streets, freeways and rural roads, and Off Highway Vehicle (OHV) parks. 4. Maintain and secure all necessary equipment related to course presentation. This includes but is not limited to: checking motorcycle engine fluid levels, tires for wear, drive belt and chain tension and wear, checking tires for proper air inflation and wheels inspected for cracks; ensuring training motorcycles are clean. 5. Identify vehicle defects and document required repairs. 6. Make minor repairs as needed. 7. Deliver the faulty training motorcycles to the maintenance repair shop as needed. 8. Service vehicle support equipment, including some equipped with small gas engines (air compressor, portable generator); maintain an adequate supply of oil, brake fluid, and chain lube for servicing the training motorcycles. 9. Set up and maintain driving course prior to and at the end of each instruction session. Check the course for hazards, removing those hazards prior to the start of each class. 10. Develop and update the Program's various driving courses to meet current traffic safety trends. 11. Attends continuing education classes and maintains any necessary certificates as required by POST and/or Regional Training Center Standards. When assigned to Law Enforcement Driving Simulator: 1. Present the class lecture using Power Point, respond to and maintain a productive learning environment. 2. Demonstrate the driving simulators basic orientation exercises to the students. 3. Monitor and evaluate the student's performance during various scenarios; provide constructive feedback at the conclusion of each exercise. 4. Review the overall class objective at the beginning and at the end of the training session. 5. Maintain class rosters, class evaluations, curriculum handouts, and certificates of course completion. 6. Practice driving the various simulator scenarios on a regular basis. 7. Communicate with the program coordinator regarding operational issues. 8. Develop and update the Program's various driving courses to meet current traffic safety trends. 9. Serve as a liaison with the driving simulator manufacture representatives regarding repair issues. 10. Attends continuing education classes and maintains any necessary certificates as required by POST and/or Regional Training Center Standards. |
MINIMUM QUALIFICATIONS

When assigned to Emergency Vehicle Operations Courses:
Education: California POST certified EVOC Instructor Certificate or equivalent training. AND Experience: EVOC Instructors must have a minimum of three years experience in the operation of an Emergency Vehicle. When assigned to Police and Civilian Motorcycle: Education: California POST certified Police Motorcycle Instructor Certificate or equivalent training. AND Experience: Motorcycle Instructors must have a minimum of three years experience in the operation of a Police Enforcement and/or Off-Road Motorcycle. When assigned to Law Enforcement Driving Simulator: Education: California POST certified EVOC Instructor Certificate and a California POST certified Driving Simulator Instructor Certificate. AND Experience: LEDS Instructors must have a minimum of three years experience in the operation of an Emergency Vehicle. License: All candidates must possess a valid California Driver License. When assigned to Motorcycle, license must include M1 endorsement. Special Requirements: 1. A background investigation will be conducted of all prospective Instructors to ensure they are suitable for law enforcement related work. 2. Regional Training Center Instructors wear a Sheriff's Office approved uniform which they must purchase and maintain themselves. 3. Instructors may be required to work varied schedules as needed. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: • All laws applicable to the operation of an Emergency Vehicle, including, but not limited to; California Vehicle Code, California Penal Code, California Welfare and Institutions Code, California Police Officers Standards and Training Learning Domain #19 Manual, Regional Training Center Class Outlines, and Regional Training Center Safety Regulations. • Proper driving techniques utilized while driving an emergency vehicle. Ability to: • Operate an Emergency Vehicle or Motorcycle in adverse conditions, such as: pursuits, wet roadways, congested traffic conditions, inclement weather, etc. • Teach others the skill of operating an Emergency Vehicle or Motorcycle in adverse conditions. • Evaluate and coach. • Make minor repairs to all equipment used for this Training Program. • Recognize and correct hazardous conditions on and around the track. • Develop new classes to meet the changing needs of Law Enforcement Agencies and the public. • Prepare clear and accurate reports, correspondence, procedures, and other written materials. |
