DESCRIPTION

Under the general direction of the Emergency Vehicle Operations Course (EVOC) Coordinator, the Lead EVOC Instructor coordinates and organizes the presentation of the various Regional Training Center (RTC) Programs. The Lead Instructor ensures that Instructors follow the Peace Officer Standards Training (POST) training formats and other course outlines. The Lead EVOC Instructor also serves as the liaison between the RTC staff and EVOC Instructor.

Under the general direction of the EVOC Coordinator, the Lead Motorcycle Instructor supervises, coordinates, and organizes the presentation of the various Motorcycle Training Programs. The Lead Instructor ensures that Motorcycle Instructors follow the course outlines relating to Police and Civilian motorcycle operation. The Lead Motorcycle Instructor also serves as the liaison between the RTC staff and Motorcycle Instructor.

DISTINGUISHING FEATURES

Regional Training Center Instructors are located in the Sheriff's Office and assigned to Emergency Vehicle Operations (EVOC) and/or Police and Civilian On/Off Road Motorcycle. The Regional Skills Training Instructor reports to the EVOC Coordinator. The Regional Training Center Lead Instructors reports to the EVOC Coordinator.

When assigned to EVOC, the incumbent provides supervision and guidance to class participants and EVOC staff. The Lead EVOC Instructor works independently and is responsible for the professional presentation of the training courses. This position requires the ability to provide technical advice to both public and private entities. As this position represents the Sheriff's Office with allied agencies, other government representatives, and interested community groups, effective communication skills are essential. Additionally, the Instructor is required to submit comprehensive performance evaluation reports to the EVOC Coordinator.

When assigned to the Motorcycle Training Program, the incumbent provides instruction to students attending the various RTC Motorcycle Training Programs. The Lead EVOC Instructor provides supervision and guidance to class participants and EVOC staff. The Lead Motorcycle Instructor works independently and is responsible for the professional presentation of the training courses. This position requires the ability to provide technical advice to both public and private entities. Additionally, the Instructor is required to submit comprehensive performance evaluation reports to the EVOC Coordinator.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Unlock and open the EVOC classroom and set-up the Power Point presentation; assist the EVOC Instructors in maintaining necessary EVOC equipment related to course presentation when the EVOC coordinator is conducting the classroom presentation.
2. Assist the EVOC or Motorcycle Instructors in setting up the driving course when the EVOC coordinator is conducting the classroom presentation.
3. Secure all necessary handout materials, course roster, evaluation forms, and certificates required for the EVOC class being presented.
4. Ensure that all assigned EVOC Instructors have reported for duty on time; find replacement Instructors as needed.
5. Assign Instructors to the various work stations on the driving or motorcycle course.
6. Greet students at the start of the class, completes the class roster, disperse handouts, present the lecture material required, and answer questions as they relate to the class being presented.
7. Demonstrate proper techniques in negotiating each of the vehicle cone patterns.
8. Teach, monitor, evaluate, and critique the individual student's performance in each exercise.
9. Continually practice proper driving skills to maintain expertise in the field of Emergency Vehicle Operations or in the field of On/Off –Road Motorcycle riding.
10. Develop and update the Program's various driving courses to meet current traffic safety trends.
11. Communicate with the Program Coordinator regarding personnel and operational issues.

MINIMUM QUALIFICATIONS

When assigned to Emergency Vehicle Operations Courses:

Education:

California POST certified EVOC Instructor Certificate or equivalent training.

AND
Experience:

EVOC Instructors must have a minimum of three years experience in the operation of an Emergency Vehicle; at least one year with the Alameda County Regional Training Center's Driver Training Program.

When assigned to Police and Civilian Motorcycle Training Programs:

Education:

California POST certified Police Motorcycle Instructor Certificate or equivalent training.

AND
Experience:

Motorcycle Instructors must have a minimum of three years experience in the operation of a Police Enforcement and/or Off-Road Motorcycle; at least one year with the Alameda County Regional Training Center's Driver Training Program.

License:

Possession of a valid California Driver License. When assigned to Motorcycle, license must include M1 endorsement.

Special Requirements:

1. A thorough background investigation.
2. Regional Training Center Instructors wear a Sheriff's Office approved uniform which they must purchase and maintain themselves.
3. Instructors may be required to work varied schedules as needed.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

• All laws applicable to the operation of an Emergency Vehicle, including, but not limited to; California Vehicle Code, California Penal Code, California Welfare and Institutions Code, California Police Officers Standards and Training Learning Domain #19 Manual, Regional Training Center Class Outlines, and Regional Training Center Safety Regulations.
• Proper driving techniques utilized while driving an emergency vehicle and/or and On/Off-Road Motorcycle.
• Supervisory techniques necessary to direct, supervise, and evaluate Instructors and class participants.

Ability to:

• Drive an Emergency Vehicle or ride a Motorcycle in adverse conditions, such as: pursuits, wet roadways, congested traffic conditions, inclement weather, etc.
• Maintain a high skill level in the operation of an Emergency Vehicle or Motorcycle in adverse conditions.
• Teach others the skill of driving an Emergency Vehicle or Motorcycle in adverse conditions.
• Recognize the needs of the EVOC and Motorcycle training staff, students, and support staff as it relates to the Program's policies and procedures.
• Apply proper supervisory skills in order to hold staff and class participants accountable for the Regional Training Center's rules and regulations.
• Recognize students Emergency Vehicle driving weaknesses and help them to correct those problems.
• Make minor repairs to all equipment used for this Training Program.
• Recognize and correct hazardous conditions on and around the track.
• Develop new EVOC and Motorcycle classes to meet the changing needs of Law Enforcement Agencies and the public.
• Prepare clear and accurate reports, correspondence, procedures, and other written materials.
• Properly organize both classroom and driving course activities as it relates to the program's various driver training classes.
• Maintain proper liaison between academy staff and public / private entities participating in Training Programs.
