DESCRIPTION
This classification specification describes the journey-level classification in the Code Enforcement Officer flexibly staffed series. Under general supervision, Code Enforcement Officer II performs the full range of journey-level functions related to office and field investigation work such as recurring complaints relating to problem properties once departmental and program policies and procedures are learned.  Code Enforcement Officers are primarily responsible for the office and field investigation work involved in conducting inspections and enforcing codes and ordinances for property related to use, maintenance and safety of land and structures, the enforcement of codes and ordinances including, but not limited to zoning, subdivision, neighborhood preservation, abandoned vehicles, sign amortization and substandard conditions.  Investigative work includes reviewing and resolving complaints of violations involving the misuse of buildings, vehicles, and property; and do related work as required.

DISTINGUISHING FEATURES

This classification is part of a three-level flexibly staffed series located in the Planning Department of the Community Development Agency (CDA) and reports to the Senior Code Enforcement Officer. Upon completion of one (1) year of full-time experience as a Code Enforcement Officer II, employees are evaluated for potentially flexing-up to a Code Enforcement Officer III once departmental and program policies and procedures are learned and demonstrated proficiency of the position requirements.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Investigates alleged violations of codes and ordinances by interviewing the public, researching pertinent records, interpreting relevant code or ordinance sections, and inspecting the alleged violations.
  2. Investigates complaints and notifies property owners of violations; meets with suspected code violators to explain permit processes and compliance procedures; inspects properties in question to determine the status of code violations; and issues citations to code violators as required.
  3. Attempts to obtain voluntary compliance in cases of violation; and provides precise verbal or written notification of steps necessary to comply with relevant codes or ordinances.
  4.  Enforces land-use codes and ordinances by conducting investigations to obtain evidence necessary for the issuance of criminal complaints.
  5. Appears as witness in court enforcement proceedings.
  6. Prepares abatement and/or appeal staff reports and presents them to the Boards of Zoning Adjustment.
  7. Conducts periodic monitoring and compliance inspections of premises related to adopted program regulations. 
  8. Conducts periodic inspections of premises operating under Conditional Use Permits or Variances and obtains compliance with the conditions of such Conditional Use Permits and Variances.
  9. Conducts surveys of signs in connection with the County Sign Amortization Program and notifies violators of the need to relocate, alter, or remove non-conforming signs.
  10. Conducts investigations and prepares staff reports for the Board of Supervisors, Planning Commission, and/or Boards of Zoning Adjustments as directed.
  11. Responds to inquiries from the public, keeps informed on code and ordinance changes, and works closely with other departments and agencies. 
  12. Educates the public and maintains good public relations regarding enforcement programs.


MINIMUM QUALIFICATIONS

EITHER I

Experience:

One (1)-year of full-time experience in the classification of Code Enforcement Officer I or Planner I in Alameda County Community Development Agency’s Planning Department.

OR II
Experience:

The equivalent of three (3) years of full-time increasingly responsible, professional experience in code enforcement or investigative work for a public agency in zoning, law enforcement, building inspection, or health inspection, directly dealing with related complaints from the public. 

License:

Possession of a valid California Motor Vehicle Operator’s license.

Special Requirements:

Employees may be required to attend meetings, events, and conduct work in the course of performing their duties in the evenings and on weekends.

NOTE: The Civil Service commission may modify the above Minimum Qualifications in the announcement of an examination.
