DESCRIPTION

This classification specification describes the entry-level classification in the Emergency Services Coordinator series. Under close supervision, the Emergency Services Coordinator I is responsible for planning, organizing, and preparing emergency operations plans with supporting documents, and performs a variety of assignments related to emergency management activities, and performs related duties as required.
DISTINGUISHING FEATURES
This classification is part of a two-level flexibly staffed series located in the County’s Office of Emergency Services (OES) under the administration of the Alameda County Sheriff’s Office. The employees of these positions report to the Emergency Services Supervisor and receive work assignments from the Senior Emergency Services Coordinator r related to developing and coordinating the County's emergency management program. This entry-level requires that the employee be able to handle situations of average complexity on the basis of their own skills and ability and to resolve unusual situations with the assistance of others. Employees must be willing to be on call and available on a 24-hour-a-day basis.
Employees in the classification of Emergency Services Coordinator I are expected to gain experience and demonstrate proficiency which qualifies them to promote to the higher-level classification after the equivalent of one (1) year of full-time service.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.
When performing duties in a training capacity:
- Develops, maintains, and recommends all-hazards and disaster emergency response and operational plans, policies, procedures, and regulations by utilizing state and federal regulatory guidelines and requirements.
- Develops a coordinated response and recovery operations implementation plans and assists with emergency preparedness and response plans and services for Alameda County.
- Identifies training needs of local government jurisdictions and County personnel in emergency procedures; develops, coordinates, maintains records, and conducts training on emergency plans and procedures, Emergency Operations Center and/or Department Operations Center capabilities, and state or federal response training.
- Conducts disaster drills and exercises with emergency management partners.
- Assists with the maintenance of resource listings for individuals, equipment, supplies, and facilities needed in emergency response operations; works collaboratively with local, state, and federal agencies, private organizations, and County departments to coordinate the use of resources to assist in emergency response.
- Conducts public presentations and promotes emergency public information programs to stimulate interest in disaster preparedness.
- Acts in assigned roles within the Emergency Operations Center or Department Operations Center during emergencies and exercises; assist with the preparation and analysis of damage assessments following disasters or emergencies.
- Assists in identifying projects that can enhance emergency preparedness and planning for the County.
- May represent the County in meetings or exercises; serves as a liaison with a variety of public and private organizations, volunteer and community groups, service providers, other County agencies, state authorities, and consultants involved in emergency service projects; participates in community and professional groups and committees.
- Prepares and maintains a variety of technical, statistical, administrative, and narrative reports, correspondence, legislative updates, and grant applications.
- Maintains and coordinates functions of the Operational Area Emergency Operations Center (EOC) to include hardware, software, applications, and other equipment.
- Performs related duties as assigned.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of one (1) year of full-time paid or volunteer experience performing duties related to emergency preparedness, prevention, response, recovery or other related mitigation functions.
Substitution:
Possession of an associate’s degree or higher from an accredited college or university may substitute for six (6) months of the required work experience.
License:
All candidates must possess a valid California Class C Motor Vehicle Operator's License.
Special Requirements:
- A thorough background investigation will be conducted of all prospective employees to ensure they are suitable for law enforcement-related work.
- Employees may be required to work evening, night, and rotating shifts, including weekends and holidays, during emergency or disaster situations and may be called upon with short notice.
NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

- Basic principles of emergency and disaster response programs, procedures, and planning.
- National Incident Management System (NIMS), The Standardized Emergency Management System (SEMS) and Incident Command Systems (ICS).
- Report writing and basic principles of hazard response, and planning.
- State and Federal laws, rules, regulations, and guidance related to emergency management.
- Teaching methods and techniques.
- Homeland Security Exercise and Evaluation Program (HSEEP) methodology.
- Principles of effective oral and written communication.
- Principles of budgeting and accounting.
Ability to:
- Apply principles, methods, and techniques of public administration, management analysis, and statistics to the gathering, organizing, and the analysis of data.

- Work with computers, equipment, and programs necessary to coordinate and collaborate amongst emergency management partners.
