DESCRIPTION
This classification specification describes the journey-level classification in the Emergency Services Coordinator series. Under general supervision, the Emergency Services Coordinator II  has responsibility for planning, organizing, and preparing emergency operations plans with supporting documents and performs a variety of assignments related to emergency management activities, and performs related duties as required.

DISTINGUISHING FEATURES

This classification is part of a two-level flexibly staffed series located in the County’s  Office of Emergency Services (OES) under the administration of the Alameda County Sheriff’s Office. The employees of these positions report to the Emergency Services Supervisor and receive work assignments from the Senior Emergency Services Coordinator related to developing and coordinating the County's emergency management program.  The journey-level position requires that the employee be able to handle very complex or unique situations on the basis of their skill and ability.  The Emergency Services Coordinator II works with a greater degree of independence or acts as project leader on group activities. Employees must be willing to be on call and available on a 24-hour a day basis.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Develops, maintains, and recommends all-hazards and disaster emergency response and operational plans, policies, procedures, and regulations by utilizing state and federal regulatory guidelines and requirements.
  2. Develops a coordinated response and recovery operations implementation plans and assists with emergency preparedness and response plans and services for Alameda County. 
  3. Identifies training needs of local government jurisdictions and County personnel in emergency procedures; develops, coordinates, maintains records, and conducts training on emergency plans and procedures, Emergency Operations Center (EOC) and/or Department Operations Center (DOC) capabilities, and state or federal response training. 
  4. Conducts disaster drills and exercises with emergency management partners.
  5. Assists with the maintenance of resource listings for individuals, equipment, supplies and facilities needed in emergency response operations; works collaboratively with local, state, and federal agencies, private organizations, and County departments to coordinate the use of resources to assist in  emergency response. 
  6. Conducts public presentations and promotes emergency public information programs to stimulate interest in disaster preparedness. 
  7. Acts in assigned roles within the EOC or DOC during emergencies and exercises; assists with the preparation and analysis of damage assessments following disasters or emergencies. 
  8. Assists in identifying projects that can enhance emergency preparedness and planning for the County.
  9. May represent the County in meetings or exercises; serves as a liaison with a variety of public and private organizations, volunteer and community groups, service providers, other County agencies, state authorities, and consultants involved in emergency service projects; participates in community and professional groups and committees. 
  10. Prepares and maintains a variety of technical, statistical, administrative, and narrative reports, correspondence, legislative updates, and grant applications. 
  11. Maintains and coordinates functions of the Operational Area Emergency Operations Center ( EOC) to include hardware, software, applications, and other equipment.
  12. Performs related duties as assigned.



MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of one (1) year of full-time experience in the classification of Emergency Services Coordinator I in the Alameda County classified service.

OR II
Education:

Possession of a bachelor’s degree from an accredited college or university in Communications, Public Administration, Homeland Security, Emergency Management, or a related field. 

AND
Experience:

The equivalent of two (2)  years of full-time experience performing duties related to emergency preparedness, prevention, response, recovery, or other related mitigation functions. 

OR III
Education:

Possession of an associate’s degree from an accredited college or university in Communications, Public Administration, Homeland Security, Emergency Management, or a related field.

AND
Experience:

The equivalent of four (4) years of full-time work performing duties related to emergency preparedness, prevention, response, recovery, or other related mitigation functions.

Substitution:

Additional work experience may be substituted for the education on a year-for-year basis in Patterns II and III above.

License:

All candidates must possess a valid California Class C Motor Vehicle Operator's License. 

Special Requirements:

  1. A thorough background investigation will be conducted of all prospective employees to ensure they are suitable for law enforcement-related work.
  2. Employees may be required to work evening, night, and rotating shifts, including weekends and holidays, during emergency or disaster situations, and may be called upon with short notice.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

Knowledge of:

  • Common forms of local government.
  • Interrelationships, responsibilities, goals and functions of local, state and federal government related to emergency management.
  • Basic principles of emergency and disaster response programs, procedures, and planning.
  • National Incident Management System (NIMS), The Standardized Emergency Management System (SEMS) and Incident Command Systems (ICS).
  • Report writing and basic principles of hazards response, and planning.
  • State and Federal laws, rules, regulations and guidance related to emergency management. 
  • Teaching methods and techniques.
  • Homeland Security Exercise and Evaluation Program (HSEEP) methodology.
  • Principles of effective oral and written communication. 
  • Principles of budgeting and accounting. 
Ability to:

  • Apply principles, methods and techniques of public administration, management analysis and statistics to the gathering, organizing and the analysis of data. 
  • Interpret laws, regulations, and guidance.
  • Conduct risk assessments.
  • Work accurately and effectively under pressure.
  • Express oneself clearly and concisely, both orally and in writing.
  • Prepare comprehensive reports.
  • Establish and maintain effective working relationships with other entities such as cities, special districts, county agencies, state and federal, community based organizations and other service groups having a role in emergency management. 
  • Work with computers, equipment, and programs necessary to coordinate and collaborate amongst emergency management partners.
