DESCRIPTION
|
Under general supervision, assists in managing and directing the County’s Office of Emergency Services (OES), under the administration of the Alameda County Sheriff’s Office, supervises the day-to-day activities of the OES staff; may act in the absence of the Emergency Services Manager and perform other related duties as required.
DISTINGUISHING FEATURES
The Emergency Services Supervisor classification assists with the leadership and management of programs, services, and plans through subordinate staff. This classification is distinguished from the next higher-level classification of Emergency Services Manager by the latter’s overall management responsibility for OES policies, functions, services, and staff. This classification is further distinguished from the next lower-level classification of Senior Emergency Services Coordinator by its work planning and day-to-day supervisory responsibilities. Employees must be willing to be on call and available on a 24-hour-a-day basis.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.
- Assists with the management and development of staff and programs and emergency plans for Alameda County and coordinates with city, state, and federal governments to ensure that such plans follow state and federal laws, regulations, and guidance.
- Directs and supervises the work of staff; selects, assigns, trains, and motivates staff; monitors and evaluates performance; initiates and implements effective disciplinary actions as needed.
- Assists with establishing quality control and quality improvement programs and initiatives for assigned functions and areas; develops and coordinates drills and other methods of testing to verify departmental and countywide emergency readiness; analyzes and monitors performance indicators and ensures that assigned responsibilities meet established standards; recommends process improvements to ensure operational readiness and superior customer service.
- Establishes and maintains positive networking relationships with local, regional, State and Federal agencies as well as a variety of community, volunteer, educational and other public and private groups.
- Advises cities, businesses, schools, hospitals, and special districts within Alameda County in the development and maintenance of their respective emergency plans.
- Prepares a variety of educational event training, and informational materials.
- Promotes public presentations and emergency public information programs to stimulate interest in disaster preparedness.
- Assists in responding to correspondence and reports related to general information inquiries on emergency management, disaster response and preparedness.
- Compiles data and justifications for state and federal reimbursement claims and project applications.
- Monitors the development and writing of grant proposals; performs ongoing management of assigned grants; monitors grants for compliance with grant language and applicable local, state, and federal guidelines.
- Manages office staff to support activities in preparation for and during activation of the Emergency Operations Center (EOC).
- Develops interdepartmental training on emergency management topics, ensuring State mandated training requirements are met and documented.
- Keeps informed of new technology, trends and techniques in the areas of emergency response and disaster relief.
- Evaluates the effectiveness and efficiency of disaster exercises and event responses.
- Performs related duties as assigned.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years of full-time experience in the classification of Senior Emergency Services Coordinator in the Alameda County classified service.
OR II
Education:
Possession of a bachelor’s degree from an accredited college or university in Emergency Management, Public Administration, Homeland Security, Political Science, or a related field.
AND
Experience:
The equivalent of four (4) years of full-time increasingly responsible experience performing duties related to emergency management, disaster management or emergency response within a public safety, military service, government or private sector agency, two (2) years of which must have been in a supervisory capacity.
License:
All candidates must possess a valid California Motor Vehicle Operator's license.
Special Requirements:
- A thorough background investigation will be conducted of all prospective employees to ensure they are suitable for law enforcement-related work.
- Employees may be required to work evenings, night, and rotating shifts, including weekends and holidays, during emergency or disaster situations and may be called upon on with short notice.

Knowledge of:
- Emergency management administration, program development, and evaluation.
- Principles and practices of management necessary to plan, organize, direct, and evaluate the staff and functions of an emergency organization.
- All aspects of emergency management administration, including appropriate methods, procedures, and technical expertise.
- Communications systems and equipment, as well as procedures utilized in staffing and coordinating activities within an EOC.
- Development of exercises, drills, and effective training techniques related to disaster response activities.
- State and federal laws and ordinances related to local and regional disaster preparedness, response, and recovery.
- Technology, trends, and techniques in the areas of emergency and disaster preparedness, response, relief, and recovery.
- Principles and practices of public administration, organization, budget, management analysis, personnel management, employee relations, current information systems applications, and organization development.
- The Incident Command System (ICS), Standardized Emergency Management System (SEMS), and National Incident Management System (NIMS).
- Computer applications related to the work.
- Methods of record keeping and standard report preparation, including basic statistical techniques.
- Standard office practices and procedures, including the use of standard office equipment.
Ability to:
- Plan, organize, manage, and evaluate the staff and functions of an operational area emergency management organization.
- Direct and coordinate all levels of personnel and emergency management administration before, during, and after an emergency or disaster situation.
- Exercise analytical and critical thinking to evaluate complex problems and recommend appropriate solutions.
- Determine program objectives and priorities as well as the strategy and approaches to achieve those objectives and priorities.
- Use sound, independent judgment within policy and procedural guidelines, including during emergency response situations.
- Analyze and evaluate statistical data reports related to emergency management and prepare periodic reports required by county, state, and federal agencies.
- Coordinate claims for federal disaster assistance reimbursement of funds.
- Interpret, apply, and explain county policies and state and federal legislation related to emergency management.
- Effectively train, develop, and motivate staff.
- Keep informed of new technology, trends, and techniques in emergency management.
- Communicate effectively using a variety of methods to effectively negotiate with and influence decision-makers, operational area partners, and the public.
